unusual_weapon_chance was added to the schema in the JI update as it does not exist in the previous schema. It only contains the 3 effects that exist as unboxable today: 701-703.

Last OG ID energy orb item known by backpack.tf is 6225925968 which tf2tools id date tool puts at october 16, 2017, which occurs after the update before JI.

Conclusion: JI removed energy orb completely. Energy orb was NOT added to the cases in tough break, as no pyroland/warbird skins are known to have energy orb, but it also did not remove energy orb from the gun mettle cases as seen with the skins unboxed well into 2017.
