See.. this is what's confusing.
I don't know what "goal" my characters have until I'm immersed in the world.
I need to find goals through RP and story.
I can't just make up some blanket goals.

Application / Character Intentions:
    Narro is full of disdain for his father, he wants to eventually kill him. He wants to encourage his own draconic power to grow and manifest. His first dragon hunt was one to the lair of his father where he was hilariously outmatched, but his father spared him. Being slightly drunk by the power that his draconic blood gives him and he wants to kill other dragons in an attempt to “siphon” some of their own power. (Whether or not he can actually do this, he doesn’t know.. but he’s just crazy enough to try.)

    Narro also sees any other “half-breed” as an abomination and would happily destroy them given the chance.

I would assume he would make friends and allies and they'd be welcomed to help him if their goals align.
Those are his personal goals and traits.
You don't ask for overarching plots that will involve the whole server.
He thinks things that are half-breeds like him are an abomination and should be snuffed out. He's a little crazy and thinks that they suffer the same psychological issues that he does, so he believes he's doing them a favor by killing them and sending them to their deity.
He's not a lunatic that will murder someone in the street for shits and gigs.. hence... "given the chance"
