Minor terminology clarification: Jack Noir is a universal game constant, she didn't "create" him so much as powered up that particular instance of him (incarnating him as Bec Noir.)

Anyhow, yes, she did kill Tavros but that was also the turning point when she realized she didn't want to be a Bad Guy (although from her perspective, she was just trying to be a Good Troll.) Here's Vriska's abridged chronological character arc:

-Vriska is born a more or less softhearted misfit, just like the rest of her social circle (possibly excepting Gamzee and Eridan)
-Discovers Mindfang's journal, sucks up her insecurities and tries to be the badassest troll ever
-Fucks everything up with her friends, culminating in her horribly botched plans for starting the game
-Finally begins to learn and grow a little bit along with Tavros
-Dies, becoming disillusioned by Aradia's final rejection and Tavros's failure in her eyes
-Gets to god tier, decides this character growth stuff is for chumps since she has a win button now; gains all the hubris, all of it
-Creates Bec Noir basically because she wants to show off, taunts Tavros into attacking her over it, is so upset that she kills him in a fit of pique
-Has a crisis of conscience (which is to say she realizes she has one), finally admits she probably can't really hack it as a troll
-Decides she still has to go after Noir now out of a newfound sense of responsibility rather than her original self-aggrandizing plan
-WHOOPS

So yeah, Vriska's pretty messed up, we've known that for a long time now. She pretty much set out originally to try being an actual Bad Guy in Mindfang's mold, failed, tried to do the morally gray antihero thing instead, failed some more, finally owned up and tried to do the right thing.

And failed.
