Compatibility patch for the "Bolivar" HOI4 patch + the Germany rework + busywork.
Also accounts for the KR devs changing literally all file names for no reason again. Utterly pointless, it isn't even standardized and is highly inconsistent from folder to folder. gj KR devs you spent tons of time making things even more disorganized and going through this with a fine comb made me feel bad for whatever contribs you put up with this job, broke literally everything Linux-related too so that'll be fun.

Update is also being pushed out a few days ahead of schedule because they announced that they're putting out another update that'll probably just break everything all over again for no reason. Some bugs and other issues may persist.

Please consider playing Old World Blues, KaiserRedux, Equestria at War, TNO (ideally with 2WRW), Red Flood or something else instead of Kaiserreich out of sympathy for the contribs they put through this ritual.

**SRI**
KR devs did some kind of rework and pledged in their update that it'd be something big coming down the road that'd affect other Italian tags as well, notably with the various fascists now moved up here instead. In the interest of getting the update out on time and giving Italy a proper update when we've looked into its contents, we did a relatively simple placeholder-ish update because we don't want to have to do yet another re-do when they inevitably destroy half the tag in a few months, and frankly we're just tired after dealing with the deliberate self-sabotage of KR's file sorting system which just busted thousands of files and made things more disorganized and in many parts even less standardized.
Changes include re-using some generics for new military portraits, simply transplanting old ITA content that was moved here without necessarily accounting for any eventual changes in their roles, and filled the ramining slots using salvage from the many, many, many cut portraits for KR's myriad of content purges over the years. Everything should be functional at least, and we'll have something proper in place whenever these tags are ready to be worked on without a 1:1 chance of being steamrolled by a rework.
