All individuals get van'd by the State Department & Department of Defense and any agents who don't get picked up in the initial dragnet get picked up by various intel agencies around the world (Mossad for Israel, MI6 for United Kingdom, MVD for Russia, DGSE for France, MSS for China ect.)

I'd imagine PRA would try to keep a lid on the whole thing and protect paranormal life, while also keeping Americans secure from any real threats.
