  3. Concept: First Citizen of Malfeas.
  4. Motivation: To create a new Primordial Host.
  5. Story:
  6. The second-least favorite daughter of V'Neef (with said honor going to her twin, Bylar), Ebeli exalted at a ripe old age of 18. But not as a dragonblooded, as would be proper. Instead, she exalted as a Twilight when she archive binged the V'Neef family library and realized how wrong the immaculate dogma was. Since then, she has decided to to focus less on being the best socialite in Creation, and instead the best demonologist in Creation.

  12. Ebeli holds the title of First Citizen, and hence is considered equal in authority to third circle demons. Due to her summoning Ruvelia through the Well of Udr, she is one of the few who does not inspire rage from the Crippled Imperator, and one of the few singular beings whom Malfeas will grant a direct audience. As such, she holds estates in Hell and may make and pass laws.

  17. Artifact: The Brass Prison of the Ebon Dragon.
  18. After foiling a particularly vicious scheme of the Ebon Dragon's, Ebeli sealed his Jouten within a prison, inspired by the Seal of Eight Divinities. This seal, the Seal of Thirteen Demons, is located within Ligier's territory in Malfeas. To open it, and release the Dragon's jouten, his thirteen subsouls must stand at appointed places around the seal, turn their backs to each other, and say with genuine honesty that the Dragon should be released. While in the prison, the Dragon can also 'escape' via entering a brass construct roughly the size of a Golden Asp. This cannot change shape, but can be used as a bludgeoning device and can talk. Except, unlike a Golden Asp, it is the Ebon Dragon and thus the advice is either blatant lies or hurtful truths.
  19. Artifact: Sword of the Yozi, freely lent when asked for.
  20. Ligier serves Ebeli, as she has met his Soul's Price by reuniting him with his Queen. As such, he will lend her his most sublime and wondrous creation when asked. The Sword of Yozi will appear, when lent to Ebeli, as a simple brass daiklave. However, it possesses all the abilities of the Sword.
  21. Artifact: Staff of Demonic Authority
  22. Belonging to Ebeli's prior incarnation, the Staff of Demonic Authority is an orichalcum staff with a socketed hearthstone on one end, with the socket shaped like a brass fist holding the hearthstone. While useful as a staff in combat, its main use is in summoning and binding demons. It gives a -3 dice penalty to the resistance pool of a demon when they are summoned, which applies after they are penalized via the rules of the demonic summoning spells.
  23. Artifact: The World Jouten of the Great Maker
  24. Ebeli played a deciding role in reviving and saving the Great Maker, Autochthon. As such, in gratitude, she has been allowed to attune with his world body of steam, brass, and shadow. As his body is repaired and his flock re-settles in Creation, the body of the King of All Craftsman gets upgraded, bit by bit and piece by piece. But as Ebeli has been given privileges with it, she can summon parts of him from within his Elsewhere refuge. By calling upon him, she will have parts emerge. Sometimes great industrial machines. Sometimes weaponry or swarms of crystalline elementals. In theory, she could command the World Body to emerge, and encompass Creation. But she hasn't tried that yet.

  81. When the War in Heaven was a war of two sides, it was determined that should the Exalted and the Gods win upon their own merits, Ruvelia- and not Ligier- would be executed. In this modern age, those who study the War express amazement at the concept that the Empress of Existence was a greater threat to the Exalted than the Green Sun. Those handful of veterans would explain that it wasn't the force that Ruvelia could bring against the Exalted, but the forces she could inspire. While Ligier could build armies and could fight with the ferocity of an army, Ruvelia would never raise a hand. Instead, she would inspire armies to fight for her, for all who saw her would love her.

When Ligier fell in the final battle with the Engine of Extinction, it was Ruvelia who negotiated the Armistice, guaranteeing Tiferet's place as the Great Pillar, raised above the Jade Pleasure Dome. At the heart of the Endless City of Crystal Spires, she rules in her form of a throne of ivory, a great chalice where once the Green Sun would rest in the times of Primordial Glory. It is here where she listens to her subjects, ever watchful and ever benevolent. It is here that she entertains visitors, supplicants, lovers and enemies.

  85. Rarely does she leave Tiferet, and even rarer does she enter the Jade Pleasure Dome, despite its import to the War in Heaven. Whether a property of the Games, or her own choice, it is so far unclear. It is said that she hates no single being, but there are rumors that there is one she does hate. But who- or what- they are is not yet known.

  87. Ruvelia appears in the form of a beautiful woman with white hair and cerulean eyes and wearing a white, queenly gown. Her dress changes depending on what is considered 'queenly' at the time, but it is always regal. She occasionally takes the form of a beautiful woman of pure white, with four wings and a face featureless save for two glowing sapphire eyes. Her other forms include an enormous ivory chalice which would cradle the Green Sun in the Times of Glory and an immense azure heron roughly five times the size of an agatae.

  89. Motivation: To bring hope to all, and for all to love her as she loves them. Her intimacies include Light, Hope, Society, her Subjects, and All Things. Her sole negative intimacy is towards the Ebon Dragon, in the form of Disappointment.

  95. All Are My Subjects: Upon meeting a person, Ruvelia creates a positive intimacy towards them, and creates in them a positive intimacy. This is UMI, and is a perfect attack. Perfect Social Defenses or Mental Defenses can counter this. If the target is aware of the attack, they can remove it instantly for a cost of (Essence-Target Essence)/2 Willpower. If a being other than Ruvelia is using the attack, their essence is used instead of Ruvelia's. If no contact is made with Ruvelia after the attack, the intimacy erodes naturally.

  97. Cerulean Flame of Hope: In the Time Before, it was Ligier who told Theion that he had the power to lead the Dreamers and shape that which would be. Ruvelia gave him the hope that what he made would be meaningful. Upon activating the charm, Ruvelia surrounds herself and her subjects with blue flame. Within it, Positive intimacies are reinforced and it allows her to target her subjects in order to regenerate their willpower and Essence. Within the flame, UMI and NMI attacks intending to inspire fear, panic, and other negative effects will have an external penalty equal to the user's essence.

  99. The Sword of the Yozi: When Ligier fell, not all of him fell. In his last breath, he commanded his sublime and supreme work to protect his Queen. The Sword of the Yozi, from which the Yozi now draw their name, came into the possession of Ruvelia. Despite this, Ruvelia does not draw it herself. Instead, when battle comes, she chooses a champion who best embodies the nobility of the Green Sun and bequeathes upon them the wondrous blade. Upon this point, the sword behaves as outlined in Roll of Glorious Divinity II.

  101. Voice of Command: Ruvelia is one half of the Primordial King and one of the twin suns of the Empyrean Chaos. Should she ever come into contact with Ligier once more, either by somehow reviving him or finding a counterpart, or even a new twin Fetich birthed by Tiferet, they will have access to this power once more. For Theion was King, and reality responded to his commands. When this charm is used, a command is given, and reality shapes around a target selected by Theion. If the target is ordered to exist, it is shaped into existence. If it is ordered to kneel, reality forces it to its knees. If it is told to no longer exist, it is permanently killed- even spirits or devas are not immune to this death. The only defense against this is a perfect shaping defense such as Integrity Protecting Prana. During the Primordial War, this very charm was used to annihilate the forces of the Dragon Kings.
