  3. My name is Christopher Mark Doyon, but I am the human rights and information activist known to the world as Commander X. For a decade I have been hunted and persecuted by the USDoJ in the USA for my online human rights work, as well as my close association with and defense of Julian Assange and WikiLeaks. On December 5th at precisely 11:00 AM in San Miguel de Allende I will present myself to the INM and tender my petition to your Administration for political asylum. I request that I be well received, and that I be granted emergency refugee status due to the current threats against my life and liberty by ex-officials of the US government currently involved in the security contracting industry. Below is my statement broadcast live recently to the government and people of Mexico.

  7. Mi nombre es Christopher Mark Doyon, pero soy el activista de derechos humanos e información conocido por el mundo como el Comandante X. Durante una década he sido perseguido y perseguido por el USDoJ en los EE.UU. por mi trabajo en línea de derechos humanos, así como mi estrecha asociación y defensa de Julian Assange y WikiLeaks. El 5 de diciembre, a las 11:00 am en San Miguel de Allende, me presentaré al INM y presentaré mi petición a su Administración para el asilo político. Pido que se me reciba bien y que se me conceda el estatuto de refugiado de emergencia debido a las amenazas actuales contra mi vida y mi libertad por parte de ex funcionarios del gobierno estadounidense que actualmente están involucrados en la industria de contratación de seguridad.   11. I send my greetings to the President of Mexico Andrés Manuel López Obrador, to the Foreign Secretary of Mexico Marcelo Ebrard, to the Interior Secretary of Mexico Olga Sánchez Cordero - and to the freedom loving people of the great nation of Mexico.

  13. My name is Christopher Mark Doyon, but I am known to the world as Commander X. For nearly ten years I have been the target of a campaign of persecution directed against me by the USDoJ and the FBI for my human rights work online, as well as my close association with WikiLeaks and Julian Assange - and my online defense of both.

  15. After surviving a nearly decade long man-hunt across North America, I finally managed to enter Mexico two years ago on November fifth. I have been living in underground safe-houses provided to me by generous and courageous Mexican citizens, and attempting to organize and prepare for my ultimate surrender to your authority for the purpose of requesting from your government political asylum and refugee status.

To that end, I will present myself to the INM at the Federal Building in San Miguel de Allende on December 5, 2019 at precisely 11:00 AM - whereupon I will present my full petition for political asylum. At that time I wish to make clear that I will invoke all of my rights as a political asylee under the Mexican Constitution, the COMAR Act, the UN Human Rights Accord - and the Geneva Convention.

  19. I request that I be well received in San Miguel, with officials prepared to accept my petition material - and properly interview me. I request my right under the COMAR Act to have an English translator present. Because of the extreme threats against my life and liberty I request that your government grant me immediate emergency refugee status while it reviews my case.

  21. The great nation of Mexico has a long and proud history of granting political asylum and protecting the rights of those who flee persecution. I call to the very heart of that humanitarian and revolutionary ideal, as I place my life and liberty in your hands. And I offer my own gifts in return. The gift of knowledge and of Truth.

If the nation of Mexico will grant me sanctuary, I offer to brief members of your Executive branch, including the President himself - on the nature, extent, and scope of the threat posed to your civil society, economy, and democratic process by the government of the USA through the agency of the CIA & NSA. Further I will provide said officials with examples and even some of the working computer code they use in their network operations and surveillance against your nation. And finally, I will provide you with concrete and easy to implement solutions that can help mitigate this offensive against your country. I also offer to testify to your Congress regarding all of these things as well.

  25. I also extend the hand of fellowship to President Evo Morales of Bolivia, now resident in exile here in Mexico. I would meet with you anytime, in any venue, and brief you, your staff and supporters on just how the USA government wages information and network warfare against the democracies of Latin America, and specifically how your own administration was targeted by the CIA and the NSA. I will give you specific attack vectors, and recommend to you concrete and effective solutions for both your immediate staff - and the indigenous movements of Bolivia in general. In return Mr. President, I ask for your public support for my own petition for political asylum - which I will present in person to the government of Mexico on December 5th.

  27. In the long and perpetual battle against tyranny and oppression, everyone must be prepared to step forward and do their part when called upon. This has been the very foundation of my philosophy, and the core reason I have committed the "crimes" that I have been accused of. I have stood for the powerless and the voiceless, and in the process made our world a better place. I have saved lives. If that is a crime, then I am guilty.

  29. Now it is the turn of Mexico to stand forth and protect yet another victim of political persecution. On December 5th I will be there in San Miguel, and I will place my life and liberty into your hands. I am certain your government will do the right thing on that fateful day.
