  2. SPEED ENFORCEMENT
  3. With the addition of a radar gun, LEOs can now issue citations for speeding based on more than just eyeballing vehicles. The use of a Radar Gun is as follows:
  4. Set the speed of the Radar Gun by pressing Q to lower the speed, and E to raise it.
  5. Point the radar gun into an area where speeders are likely to pass through, and/or at a vehicle when possible. The vehicle’s speed will be overlaid atop the Radar Gun set speed.
  6. A vehicle going above the speed the radar gun is set to will set off a beeping noise. The radar gun will also display red text, as opposed to white text, with the speed of the offending vehicle.
  7. Tips
  8. Position yourself in a manner that makes you difficult to spot
  9. - Be prepared to take off after a subject in moment's notice. I.e: no parking brake, gear set to one
  10. When entering the citation report, use the format: “Location, Venue, the subject was doing (speed) in a (speed limit) zone”
  11. HOW A TRAFFIC STOP WORKS
  12. Description: In New Haven County, you will be able to pull people over for reasonable suspicion/probable cause and traffic violations. You need to know how to properly do a traffic stop safely to ensure officer safety and the citizen’s safety. We highly advise you to use the list provided to ensure safety and order.
  13. 1) Use appropriate emergency visuals/audibles to signal to the driver, pull the vehicle over in a safe place which does not majorly hinder other traffic.
  14. 2) Radio the approximate location of the stop, description of the car, number of occupants and whether assistance is needed.
  15. 3) Check for traffic when exiting the vehicle
  16. 4) Approach the pulled over vehicle from the driver side door, stopping parallel with the driver, then inclining towards it. If in a patrolling pair, the riding officer should remain at the rear door of the passenger side, ready to provide assistance.
  17. 5) State your rank, name and profession and question the driver for acknowledgement of their offense.
  18. 6) Identification of occupants must be established, this should be through driver’s license for the driver and personal identification for any additional passengers.
  19. 7) Return to the patrol car and clear one with the driver’s identification and the car.
  20. 8) Depending on the return of the clearing, and your judgement, you may choose to let the driver go with a warning, cite them or possibly arrest them.
  21. 9) Radio the consequences in “GLOBAL” of the stop and state you are back on duty.
  22. 10) Proceed w/ patrol
  23. TRAFFIC STOP SCENARIO
  24. Description: In this scenario you will train to properly do traffic stops and get taught the skills you need to know. In these scenarios follow the steps we taught you to properly do a traffic stop safely and orderly.

  28. K for wail, L for yelp

  33. FELONY TRAFFIC STOPS
  34. In the SoM, you will come across very dangerous people. If you do and you stop them and they are a felon you are gonna do a “Felony Traffic”. This is very important to pay attention to, if you do not you could risk the life of bystanders or police officers lives.
  35. Key rules of a Felony stop.
  36. 1) Ask questions such as “How many occupants are in the vehicle?” or “is anybody in the vehicle armed?”. Questions provide vital information which may prove life-saving
  37. 2) The command giver is to only instruct ONE person to leave the vehicle at a time, this is to ensure a safe arrest and the safety of the officers involved.
  38. 3) All officers involved are to keep weapons readied at all times, only an arresting officer may put own their weapon in order to conduct an arrest.
  39. 4) Use your patrol vehicle as cover
  40. 5) The sufficient audible and visual alerts should remain for the entire duration of the stop, this is to allow a good level of warning for oncoming traffic
  41. Here are the definitions of the roles in a Felony Stop:
  42. Command giver: The command giver is to issue commands such as “Step out of the vehicle!” and “Turn with your back facing us!”. The command giver will guide the suspect towards the arresting.
  43. Arrest Team: The arrest team are positioned in the center of the two vehicles, their job is to apprehend the suspects safely and quickly, they work in a pair to reduce the chance of loss of life.
  44. Back-up: The primary purpose of backup is to keep cover on the suspect vehicle, this is incase of any additional occupants revealing themselves in a threatening manner. If the vehicle contains a single occupant then the role of backup is to provide cover whilst the suspect approaches.
  45. FELONY TRAFFIC SCENARIO
  46. Description: In here you will be doing Scenarios with Felony Traffic stop and make sure you know how they work perfectly. A small mistake could risk the life of someone and something could go wrong. You will be going through the steps exactly and fully.
  47. STANDARD DRIVING TEST
  48. In the County you are expected to drive correctly and safely. You do not want to drive non-safely or you risk hurting bystanders. If you know how to drive safely you can help people quickly and safely.
  49. PURSUIT GUIDELINES
  50. It is very common in the County to not have someone yield and began a pursuit, you need to know how to do them safely and correctly.
  51. The 1st unit being the one, regardless of Plymouth or not, able to chase the person, but if an officer was the 3rd unit, they could fall back.
  52. Basic rules for pursuits;
  53. Discuss Pursuits, and how officers should handle them. The position, and guidelines.
  54. Primary Position, the car directly behind the Suspect(s) - Tasked with updating location and keeping up with the suspect.
  55. Secondary Position, the car directly behind Primary - Next in line to take primary should primary lose the suspect or fall behind
  56. Tertiary Position, Vehicle(s) behind secondary
  57. Over-taking Primary - Primary should only be overtaken IF:
  58. They fall behind
  59. They lose control
  60. Or are basically no longer behind the suspect
  61. When you are in a pursuit you are to drive safely with lights and sirens on. You are to try and stay behind the suspect but if he/she starts to get too reckless to are to back off and call a BOLO
  62. When in a pursuit, follow the vehicle, do not follow it if it is going on the wrong lanes, go in the right lane.
