念頭特効 [Moe]

念頭特効 [Nentō Tokkō | The Mind Slayer] is currently a small child, barely 3 feet tall, with black/blue hair,  purple Tareme Eyes, and a face that more or less is defined by the term "Moe"
She is wearing a collar of carved bone, a black ribbon in her hair, a frilly black dress, white stockings and black mary jane shoes.
A chain made of finely carved yellowed ivory is connected to the collar, the loose end trails after her into the distance/ or until it connects to 老人役員 [Rōjin Yakuin | The Ancient Officer]
