  3. A collection of 23 devils tasked with running the city of Dis. Each member is presumed to be at least several centuries old, with enough power to raze the city they run themselves, and smart enough to outwit any who approaches them. The Council entered into a collective contract with Tores Vermillion, granting him the power he so desperately sought and allowing him to become the Traitor to Man.

  7. The Council of Dis rules over the hellish city of Dis, passing laws and judgement, and ensuring the city continues to run smoothly. Each devil is assigned a different task throughout the city, and each is among the most powerful of their kind.

  9. Sensing the power of his soul, the Council enters a into a collective contract with Tores Vermillion before our story begins, allowing him some form of access to the power of all 23 devils. As a result of this contract, Tores Vermillion ascends beyond mortality, and changing him into something else entirely. As the Quiet King, Traitor to Man, he wields devastating power while slowly but surely losing his mind and humanity. Unbeknownst to him, both of these aspects are funneled directly back to the Council through their contract, allowing them to slowly revitalize his mortal soul for their own ends.

It is not long before the Council realizes that as the Quiet King, Tores is not as susceptible to their long range control as they had expected him to be, and it was clear that he would not willingly fulfill his end of their deal if he thought he could avoid it. Irritated but crafty, the Council had a near-unanimous vote to bide their time and wait to take action. One councilman disagreed with the idea, and set off to bring Tores Vermillion back to the Council and remind him of their bargain. He did not return. The remaining councilmen had not expected him to.

  13. Now short one of their members, their power in the contract was weakened. No two nor three of them would be likely to bring the Quiet King to his knees while he wielded their power, but together he would stand no chance. Alas, such a task was impossible, as without the Council the City of Dis would quickly fall to ruin. Instead, the Council waited. They watched the world of man turn, gathering every piece of information they could, spreading rumors and tales, and they planned, waiting for the right players to enter the scene.

  19. The **capture** of the Quiet King, Tores Vermillion.

  23. Gaining entrance into Heaven once again, while maintaining their current status and power.

  28. The Council of Dis is surrounded by conflict. They conflict with the Quiet King, seeking to capture him and bring him under their full control. This also puts them into conflict with the kingdoms of man, who would rather kill the Quiet King and remove his threat from the world once and for all. As Infernal creatures, they are also naturally in conflict with the divine entities, most notably angels, that are also caught in the midst of the war.

In contrast, their power is undeniable, and as enemies of the Quiet King themselves they could potentially make formidable allies for the realm of man, as they share a common goal in wanting to see the "king" brought down from his throne of perverse power, and are in fact more than willing to assist in their own devilish ways. This also makes them potential allies of the angels fighting to help humanity survive against the Quiet King's onslaught.
