Every layer is a frame, save it as AGIF, set the rate, I use 100, then rename the file to .gif from .agif.
There's probably better but I'm used to paint and turning pictures into layers just takes dragging them into the program and pressing a button, if the file get's too big just lower the resolution/quality.
