  58. I would like to welcome our witness, Dr. Carter Page. Thank you for being with us
  59. today. As a reminder to our members, we are and will remain in open session. This
  60. hearing will address only unclassified matters. Although this hearing is closed, a
  61. transcript will be produced and released to the public.
  62. Before we begin, I would like to take a few housekeeping matters. First, without
  63. objection, I move that each side shall be given 30 minutes each to ask Dr. Page questions.
  64. At the end of each 60-minute interval, I will ask unanimous consent to continue the

  74. would like to cover some basic information as well as provide you with the ground rules
  75. regarding today's hearing. First, the record today will reflect that the committee sent you

  77. appear before the committee for a voluntary interview.

  102. Dear Congressman Conaway and Congressman Schiff:

  104. Thank you for your recent correspondence requesting information regarding government active
  105. measures directed at the 2016 U.S. election. In support of your ongoing efforts and to help set
  106. the stage for my upcoming testimony before your Committee, I am pleased to present this initial
  107. collection of evidence to HPSCI which should significantly contribute to the discovery of facts
  108. within your investigation's publicly announced parameters. Having apparently come up with
  109. limited substance thus far, much of the other ongoing discourse on.matters related to Russia in
  110. both chambers of the U.S. Congress as well as throughout our great country has become
  111. desperately all-encompassing and increasingly tangential. This race to the bottom in terms of
  112. irrelevancy has often only created further confusion in and damage to America. Rather than
  113. assist in the actual pursuit of truth, the deceptive smokescreen of leaks has further exacerbated
  114. current misunderstandings since most of that dialogue has remained behind a selective cloud of
  115. partial secrecy.

  117. But in contrast, HPSCI's four highly-focused and analytic questions as set for your investigation
  118. on-March-1, 2017, reflect a distinct level of thoughtfulness and offer a constructive framework
  119. for analysis.' I greatly appreciate this opportunity to help set the record straight on each of these
  120. four points following the false evidence, other illegal activities as well as additional extensive
  121. lies distributed by the Clinton campaign and their transnational associates. Working in
  122. coordination with the Obama Administration, their transnational criminal associates which
  123. severely defamed me, many other supporters of the Trump campaign and our democracy in
  124. general should hopefully soon gaiii full exposure. Unlike recent misleading illegal leaks, the
  125. proper legal procedures of disclosure currently underway should further assist in this process.

  127. As per discussions with the HPSCI Senior Counsel for Counterterrorism on Friday, I tentatively
  128. look forward to testifying on the record regarding these matters before your Coinmittee on
  129. Tuesday, June 6, 2017. In support of that forthcoming appearance, I have recently been in
  130. contact with Deputy Attorney General Rod Rosenstein, Special Counsel Robert Mueller and
  131. other Justice Department officials regarding the multiple outstanding requests for immediate
  132.

  141. release of the illegitimate FISA warrants that were allegedly filed by the Obama Administration
  142. agahast me in 2016. My personal appeals for public disclosure have echoed recent loud cries
  143. across America's political spectrum from left to right, including the American Civil Liberties
  144. Union (ACLU)2 and Judicial Watch (JW).3 The Privacy Act of 1974 includes provisions which,
  145. "Grant individuals the right to seek amendment of agency records maintained on themselves
  146. upon a showing that the records are not accurate, relevant, timely, or complete."4 As a major
  147. affront to our democracy, the complete mockery that the Obama Administration allegedly made
  148. of the 2016 election makes such immediate steps essential today.
  149.  
  150. Whereas I have never done anything wrong in Russia, no documents, records, electronically
  151. stored information including email, communication, recordings, data and tangible things could
  152. reasonably lead to the discovery of any facts within the investigation's publicly announced
  153. parameters as it relates to actions by the Russian government. As further proof of this reality, the
  154. forthcoming documents related to my alleged FISA warrant that currently remain somewhat
  155. classified and temporarily withheld from the public by the U.S. Government should soon
  156. lead to the discovery of a plethora of highly relevant facts within the investigation's
  157. publicly announced parameters once disclosed. In the immortal words ofJudge Robert Bork,
  158. an "intellectual feast" at the time of their release.
  159.  
  160. Although I understand that my forthcoming testimony might be held behind closed doors, I
  161. would request that some form of live public access may be allowed. For example, either live-
  162. streamed via the internet, on public-access television or perhaps C-SPAN-8. It is important that
  163. the American public have an opportunity to hear the truth following the outrageous allegations
  164. that have been made against me on behalf of the Clinton campaign. On the one hand and despite
  165. a historic level of surveillance last year, it seems understandable that keeping the failure of the
  166. Trump-collusion conspiracy theory covered up might offer a means of limiting the
  167. embarrassment of this dry hole dug by those who have espoused such ideas. But since many

  190. members of your Committee seem legitimately interested in getting to the bottom of this whole
  191. story, it is only fair that some sort of a public hearing might be similarly offered. The country
  192. deserves an opportunity to hear my defense after the severely defamatory testimony by Mr.
  193. Comey in front of your Committee on national television in loyal support of the Clinton/Obama
  194. regime.

  196. As reported in an unfortunate front-page Washington Post article about the civil rights abuses
  197. committed against me which you might have seen: "Applications for FISA warrants, Carney
  198. said, are often thicker than his wrists, and that thickness represents all the work Justice
  199. Department attorneys and FBI agents have to do to convince a judge that such surveillance is
  200. appropriate in an investigation." If his thickness is indeed the case for my FISA warrant, it will
  201. inevitably be filled with a potpourri of falsehoods from the Clinton/Obama regime which
  202. fabricated this travesty from the outset. For the United States to end the continued delusional
  203. charade regarding Russia's connections with the new Administration, it is essential to gain public
  204. access to these related documents as a matter of the highest urgency in preparation for my
  205. planned testimony. Any assistance that HPSCI might be able to provide by further encouraging
  206. the federal authorities to expedite this matter in advance of our tentative meeting on June 6
  207. would be greatly appreciated, both by me and innumerable Americans.

  209. While initial steps have previously been taken by members of Congress to get to the bottom of
  210. these civil rights injustices, Senator Grassley, Senator Feinstein, Senator Graham and other
  211. distinguished members of the Senate Judiciary Committee Congress have expressed related
  212. concerns about potential wrongdoing by the U.S. Department of Justice and the FBI in 2016. In
  213. the wake of recent decisions by former Obama Administration appointees including Mr. Comey
  214. which may potentially limit their ability to carry out their role as members of their Committee,
  215. they have noted the constraint on their capabilities as, "The FBI's primary oversight committee
  216. with broad jurisdiction over federal law enforcement, FISA and the nomination of the next FBI
  217. director."6

  219. Last week, Senator Lindsey Graham also noted, "Congress has pretty much been sidelined, not
  220. completely, but pretty much."7 His comments related to the recent appointment of Special

  241. Counsel Mueller and the legal jeopardy this may create for some Americans who have been
  242. swept up in the ongoing witch hunt. But as President Trump noted at the U.S. Coast Guard
  243. Academy commencement last Wednesday: "Over the course of your life, you will find that
  244. things are not always fair. You will find that things happen to you that you do not deserve and
  245. that are not always warranted. But you have to put your head down and fight, fight, fight,
  246. Never, ever, ever give up. Things will work out just fine."8 By all accounts, the Clinton/Obama
  247. regime's fake FISA warrant targeting me for exercising my First Amendment rights is the most
  248. unwarranted abuse of power that I and most Americans have witnessed in any election
  249. throughout our lifetimes. We must get to the bottom of this as quickly and efficiently as
  250. possible. I cannot underscore enough the need for transparency surrounding last year's apparent
  251. transgressions by the U.S. Government which HPSCI is helping to expose.

  253. I hope that my answers to your four strategic questions below helps to partially fill that gap:

  262. Although I played no role in ally government active measures in the 2016 election other
  263. than being a target of the Obama Administration's efforts to support Mrs. Clinton's
  264. campaign, the only discussion I can recall where WikiLeaks even tangentially came up with any
  265. Russian occurred on the afternoon of Monday, October 24, 2016. In the moments before
  266. recording a TV interview10 at RT's studios in London where I was visiting for a few days on my
  267. way to Johannesburg, the host and staff mentioned in passing that the news they saw about
  268. WikiLeaks in the U.K. papers seemed like it might potentially be interesting. However, they
  269. anecdotally noted in passing that it was unfortunate that there was no way to efficiently sort
  270. through the high number of documents which had been released. Based on this limited verbal
  271. interaction, it seems unlikely that Russian entities such as this television network were in any
  272. way directly involved in the WikiLeaks cyber activity. While I have seen no definitive evidence
  273. to support the January 6, 2017 intelligence report, my highly limited personal exposure to related
  274.

  299. impact the U.S. Government or the 2016 election which the Obama Administration was severely
  300. manipulating.

  398. I have had extensive experiences in Russia and with Russian people since the final days of the
  399. Soviet.era in 1991 when I first visited as a U.S. Naval Academy Midshipman, I personally saw
  400. no active measures by the Russian government or other foreign entities to interfere in any
  401. political campaigns whatsoever neither last year nor at any point throughout my life.
  402.  
  403. Nonetheless, one way to protect the United States more effectively is to recognize that the
  404. American understanding of Russia and other countries remains woefully inadequate. Most often
  405. this has been based on outdated stereotypes. Worse yet, in many instances this understanding
  406. may have no basis in reality whatsoever as we have increasingly seen over recent
  407. months. Because of this ignorance and as I have personally experienced throughout the course
  408. of the past year, the U.S. Government and media is easily manipulated by individuals, groups
  409. and other countries who do not put American interests first. The publicly-released findings by
  410. Obama Administration intelligence officials including James Comey seem to be based on
  411. inferences drawn from their personal beliefs about Russian President Vladimir Putin's
  412. motivations about which they have little or no actual knowledge or understanding.

  414. If our government had a better understanding of Russia and the way business is now conducted
  415. in Russia, the 2016 Dodgy Dossier which alleged I should have received a multibillion-dollar
  416. bribe after President Trump's victory in November would have been immediately dismissed as a
  417. work of fiction by these supposed subject-matter experts.

  419. B) U.S. Government (the Clinton/Obama regime)

  421. In Congressman Schiff's opening statement on March 20, 2017, the Ranking Member very
  422. directly addressed related abuses by foreign entities during the 2016 U.S. election. This
  423. represented a highly relevant instance of external interference given the transnational actor
  424. Steele's connection to Obama Administration officials and U.S. Government agents under their
  425. command which originally assisted in misleading him:

  427. "According to Christopher Steele, a British — a former British intelligence officer, who
  428. is, reportedly held in high regard by U.S. intelligence, Russian sources tell him that Page
  429. has also had a secret meeting with Igor Sechin, CEO of the Russian gas giant, Rosneft.
  430. Sechin is reported to be a former KGB agent and close friend of Putids.... Is it a
  431. coincidence that the Russian gas company, Rosneft, sold a 19 percent share after former
  432. British intelligence officer Steele was told by Russian sources that Carter Page was

  442. The fact that Steele is "held in high regard by U.S. intelligence" seems to provide further
  443. supporting evidence of the extensive collusion between this transnational Clinton associate and
  444. the Obama Administration, as U.S. Government agencies allegedly supported their domestic
  445. political intelligence operation.

  447. Amongst many other complete lies that originated from that foreign entity in his 2016 Dodgy
  448. Dossier, this above-mentioned excerpt regarding the Rosneft sale from the highly inaccurate
  449. document concocted by the political consultant associated with the Clinton campaign Mr. Steele
  450. remained one of the primary false allegations against me throughout much of last year Yet a
  451. month after the election, SwitzerIand-based Glencore plc was revealed as the actual buyer of that
  452. stake in December 2016 — a company founded by Marc Rich. With respect to potential
  453. coincidences as Representative Schiff alluded to on March 20, please note that I have never met
  454. with any member of Glencore's executive management. But there is someone who
  455. coincidentally has had an exceptionally close relationship with Glencore's top management via
  456. its founder. For further background, I would refer you to the 2001 proceedings before the House
  457. of Representatives Committee on Government Reform regarding "The Controversial Pardon of
  458. International Fugitive Marc Rich" which provides extensive related details. As then-

  466. distraction, distortion and downright fabrication" in the ongoing investigations in the 2016
  467. election.15 You will find that any objective comparison of the false allegations against me
  468. regarding my supposed role in the Rosneft transaction and the actual acquirer's long history of
  469. relations with Clinton campaign associates may stand as the quintessential example of the exact
  470. kind of disturbing pattern that you caution against I will address this matter further in the
  471. context of my initial response to HPSCI Investigation Question #4, below ("What possible leaks
  472. of classified information took place related to the Intelligence Community Assessment of these
  473. matters?").

  475. To help further illustrate how disgraceful this process of the U.S. Government's active measures
  476. with foreign entities was during the Obama Administration, it is also worth recalling some of last
  477. year's final misdeeds by former Gang of Eight member Harry Reid. Characteristic of some of
  478. the ongoing investigatioris which he helped instigate with Comey and typical of his personal
  479. level of integrity, Mr. Reid has previously stated that making prior false claims without any

  492. against me and the Trump campaign last year, it is my hope that HPSCI might help restore the
  493. dignity of the U.S. Intelligence Committee and indeed the'U.S. Congress by moving beyond the

  495. Reid leveraged during the Clinton/Obama regime.17

  566. investigation clearly fail to appreciate the risks they create for America with these shenanigans.

  641. Based on revelations in the press thus far, I was the primary known person allegedly put under
  642. the most intensive surveillance by the Obama Administration as part of their 2016 domestic
  643. political intelligence operation. Assuming the FISA reports in the Washington Post, New York
  644. Times and other publications about me are correct, the facts should help dispel the
  645. misinfomaation that Congressman Schiff and other members of your Committee received during
  646. Comey's testimony. To the contrary, each of the President's tweets of March 4, 2017 were
  647. entirely correct as described in the analysis of his four related statements that day, below:

  653. Although I stepped away from my role as an informal, unpaid campaign volunteer in the wake of
  654. the Clinton campaign's lies based on the 2016 Dodgy Dossier, like many millions of Americans I
  655. continued my support as a member of the Trump movement which I had maintained since June
  656. 2015.

  658. The key defense that former Obama Administration appointees including James Convey might
  659. have made apparently centers on the word "my".
  660.  
  661. In the English language, the word "my" is defined as: "belonging to or ASSOCIATED WITH
  662. the speaker" (emphasis added).21 Although I previously served as a very junior member of the
  663. Trump movement who didn't actually have any direct one-on-one discussions or meetings with
  664. our candidate, I have been labelled as a "Trump associate" in literally thousands of media articles
  665. and television programs. This labeling largely stemmed from consistent mischsracterizations by
  666. the Clinton associates which tried to smear the Trump campaign with false allegations of
  667. improper relationships with Russian officials which never actually occurred.

  669. Furthermore, in order to properly understand his personal lexicon which sterns from the altruistic
  670. management philosophy of President Trump, it is useful bearing in mind his core campaign
