She's basically in a gilded cage. She's the closest thing Charlie has to a morality pet, and Vaggie can't speak up because she is constantly threatened with being "fixed" (read: brainwashed)

I dont think she would. Vaggie was basically the only source of affection she had left in her life for most of her rule, and even after prince anom came back he cooled off on Charlie pretty quickly after he realized she'd gone full burgsys.
