  4.                              General
  5. 1. The Kingdom is at peacetime. Any attack or scouting of a protected city, clan building, or resource field is prohibited unless agreed upon between the players or clans.
  6. 2. All players in RoE clans and players under 300.000 might are protected during peacetime.

  10.     All players are protected in clans following the RoE
  11.     Any clanless player regardless of their might is not protected by RoE, this is to motivate our kingdom's players     to  be part of a clan.
  12.     Players in a clan under 300k might are protected regardless of their clan follow the rule or not. This is to        provide new players better environment in the game.            
  13. 3. Clan buildings are always protected, including outlawed clan buildings. Any attack on clan buildings is a major offense.
  14. 4. All players will be treated with respect regardless of race, color, sex, nationality, ethnicity, language, or religion.
  15. 5. Spamming chat or chatting in read only, official kingdom chats is an offense that can be punished by fine.

  17.                 Resources
  18. 6. All resource fields located inside clan territory belong to that clan. The clan can remove intruders from these resource fields without warning.
  19. 7. Resource fields in the wild, including villages, dragon mounds, and wellsprings, can be taken by any player. These resource fields are first come, first serve.
  20. 8. Any attack on an occupied resource fiels or attempt to occupy a resource field that another player is currently traveling to is a violation punishable by fine.
  21. 9. Arenas, crypts, citadel, and monsters are common for all players and are free for all. However, rare crypts belong to the person who opens them; stealing a rare crypt unlocked by another player is a violation.

  23.             Taxes UPD
  24. 10. Ingots/gold bars are only used to pay taxes; taxes should be paid daily and will be used by the palace to purchase kingdom wide bonuses.
  25. 11. If a player does not pay taxes, only the royal guard will collect ingots/gold bars by attacking the player's city. The chart below shows a breakdown of player city level and the maximum amount of ingots/gold bars they can have before taxes will be collected:
  26. Level 1-10.                 No collection
  27. Level 11-15.               2,000 ingots
  28. Level 16-20.               2,500 ingots
  29. Level 21-25.               43,000 ingots
  30. Level 26-30.               55,000 ingots
  31. Level 31 and up.        100,000 ingots
  32. 12. when the royal guard collects taxes based on rule 10, they will not compensate the attack player. It is not allowed to retaliate for tax collection; retaliation for tax collection is a major violation.
  33. 13. If a royal guard collects taxes from a player below the legal limit, then the guard will compensate the player for the attack.
  34. 14. Clan leaders/superiors are responsible for ensuring their clan members pay taxes. A clan can be fined if their players are not paying taxes as a whole.

  36.              CoT
  37. 15. During CoT, players may only attack cities and portals of players with greater than or equal to 50 percent of their own might. For example, a 1.000.000 might player can only attack players who have 500.000 or more might.
  38. 16. During CoT, players can only scout 3 times per player per 24 hour period starting at game clock reset. Additionally, players can only attack 3 times per player per 24 hour period starting at game clock reset.
  39. 17. Clan marches of any kind against a player or clan are forbidden unless they are agreed upon by both parties. Unagreed upon clan marches are a major violation.
  40. 18. Portals in clan territory are protected during CoT and cannot be attacked for any reason. Event portals are also protected during CoT and cannot be attacked. Event portals should be closed when the event ends. Portals in the wild can be attacked Subject to rules 15-17.

  42.             Portals
  43. 19. All portals are protected during peacetime.
  44. 20. When a portal is being used to perform illegal actions, the portal can be attacked without restriction.
  45. 21. Portals must be closed when requested by a judge.

  47.        Responding to Violations
  48. 22. When a violation has occurred, the player or clan who is the victim can follow one of the following two options:
  49. A. They can perform one, and only one, retaliation attack. After retaliation, players and clans cannot reach out to the court for compensation. The retaliation attack can be made by anyone in the victim's clan. Before the attack, the following message should be sent to the diplomat of the clan to which the perpetrator belongs: "Under Rule 22(a) of K115 RoE and due to the attached violation journal report, we are going to make a retaliation attack on XXX player."
  50. B. They can attempt to resolve the situation diplomatically using K115 RoE rules 23 and 24.
  51. 23. When attempting to resolve a violation diplomatically, the player or clan who is the victim should first message the perpetrator of the violation and attempt to reach a resolution in a friendly and private manner. If this fails, the victim should message their clan diplomat about the situation, and the diplomat should contact the perpetrator's clan's diplomat to attempt to resolve the issue in a friendly and private manner.
  52. 24. When an issue cannot be resolved after 24 hours and with compliance of rule 23, then the diplomat or other clan superior or leader can request the intervention of a judge in violation chat. Only clan superiors and leaders can submit reports in violations chat; violations submitted by non-superiors will be dismissed.
  53. 25. When submitting a violation, journal reports are required as evidence. However, a judge has discretion when determining a player's clan membership or might at the time of an event.
  54. 26. A judges ruling on a violation must be obeyed. Appeals can only be requested if new evidence is presented within 24 hours. Clans and players who fail to comply with a ruling can be outlawed.
  55. 27. A judge cannot be a judge in a case involving their clan.
  56. 28. When a judge fines a player, the fine must be paid within 48 hours.
  57. 29. Judges should be spoken to with respect. This includes a prohibition against hate speech and questioning decisions. A judge can impose a fine for the violation of this rule.

  59.               Outlaws
  60. 30. Outlaw status can be given for major offenses, failure to comply with a judge's ruling, or failure to respond to a judge, royal guard, or member of the palace.
  61. 31. Outlawed players and clans are not protected by the RoE and may be attacked by any player, including at portals and resources points. Further, the King can assign negative titles to outlaws.
  62. 32. When a player is given outlaw status, their clan has 24 hours to remove them. Clans cannot invite or recruit outlaw players to their clan. Violation of this rule is a major offense that can result in outlaw status for the entire clan.
  63. 33. Outlaws can have their status removed by publicly apologizing and fully paying any compensation that is owed.

  65.          Requirements for RoE Clans
  66. 34. Clans must meet all of the following requirements for RoE membership and protection.
  67. 35. Clans must include the following in the first line of their clan description: We follow K115 ROE LAWS.
  68. 36. Clans must have a minimum of 10 members.
  69. 37. Clans must list at least 1 diplomat in their clan description who has a rank of superior or leader within their clan.
  70. 38. Clans must regularly check for changes to the RoE and educate their members about the RoE.
