Greetings, to the population of the industrial sector, of City Seventeen!
It has come to my attention, that lately, a higher amount of individuals, dwelling in the sewers and District four, has been committing highly dangerous crimes. It’s saddening that such news reaches my ears, knowing that some people in this sector, wish to see hundreds, if not thousands of people starve and die, due to their actions.

These individuals - who state they’re fighting for freedom of the Union - are simply damaging themselves and the community. Consider yourselves, how many wars have we had since the Union came and assisted us in our living? How many religious battles has been fought over a non-existing person? Non. Since the Union came and assisted us, we’ve been living in peace.

How many weren’t jobless before the Union? How many lived on the streets, starving, freezing and dying since nobody liked them and they had no income? The numbers run up into the thousands and thousands of numbers.  After the Union arrived, all of this was ridden of. Now, everyone has a place to work, food and water, a place to live and money to pay for the small goodies they wish to satisfy themselves with.

The ones who constantly makes a threat in the sewers and District four all wish for this to cease. They wish for you to starve and thirst to death. They scheme for you to squat on the streets, with no shelter or money. They kill hundreds of innocent officers, who’re just doing their job to make sure we all have a nice and orderly city.

Not only do they kill these innocent officers, but also their families and you, yourself! Every time these individuals come to waste their own life in their want for a degenerate, anarchist society, they only bring death, chaos and starvation. Many of you may know fully well, how many times the rations have been shut off after these individuals seek to destroy and destroy our society.

Each time they do this, they make you starve and thirst. They shut off your only means of living if it wasn’t for the Civil Worker’s Union who’s so kind to provide food and water in rewards for shifts, when rations are off.

My suggestion to avoid this, is to report in any of these individuals you may see. Not only does it prevent starvation for yourself, but it also grants you Loyalist Points, if you request them in with a request device. These points brings all kinds of goodies, which can change your everyday living. Not only will you get better food and water, you’ll also get entrance to the exclusive Terminal Hotel, where the Terminal News resides.

You’ll also obtain the rights to smoke cigarettes, attend loyalist parties which we, the Ministers and even the City Administrator, hold here in the city. These parties brings you all kinds of exclusive food and water, which are mostly only obtainable during these events. Such items may be a good bottle of Champagne or Wine, which you can share with your friends at the party!

When you reach some of the higher levels of being a loyalist, you’ll also receive the rights to engage in reproduction activity with your loved one, which is banned for the everyday commoner. There’s many things you can achieve by climbing the Loyalist ranks in our city as well as clean the slums from those who wish to see you dead.

So in the end, what I ask of you as your minister, one who cares for each and every one of you. Please, report in these individuals who seeks to destroy our society and give yourself both a better tomorrow, but also a safe future.
