  19. >Formed by the visionary guidance of the project chair, Ernst Weitblick, Progress Africa is an aid and infrastructure organization dedicated to the betterment of Africa's beleaguered citizens. Its primary focus is on improving the economy and well-being of northwestern Nigeria, and to that end it has built a 'headquarters' near Lake Kainji, by the town of Wawa-Bejo. It is distant from many regional capitols, but PA also maintains an office in Lagos, where most of its administrative work is handled.

Eventually it plans to expand into the collapse zones, but for now it is on prime land for resources. Resources that many believe will simply end up in the hands of the project's funders. Regardless of the price paid for its relative autonomy, Ernst has assured his backers that he has their interests in mind.
  21. >Alongside the more mundane investments - clothing, food, water filtration systems - Progress Africa also put its funds into the hiring of a paramilitary group called Kriegerlecht. The group is ostensibly on-site as protection against raiders from the collapse zones and from terrorists and anti-globalists. They are not counted among the project's personnel, and their commanding officer answers only to Ernst himself. The presence of the group worries some, but Weitblick assures that they are only a sad but necessary means of protecting what may be Africa's best hope for the future.
