With the support of theta I'm sponsoring Coagulant (ex of [-REP]) for waffe membership. (I've been informed he hasn't been black-listed)

I've provided him with a sponsorship key. He's gatting a bad APi message about his empire alt when he submits one to the form.
"[10:02:20] Coagulant > An API for Chaperon is already registered to a different user. If you do not know who is using it please contact a director. If you cannot access the goonfleet.com account using it, delete the API and wait 24 hours."
He's deleted the API 36 hours ago and is still getting the same error. It happens at step 5 when he is supposed to pick a forum user name. We suspect that it may be an API stored for Cap-Swarm, or perhaps a legacy issue with his existing forum username.
Can you please advise what (if anything) we may be doing wrong?
