I mean, from what i heard you guys have a large group with a problem that has kind of given us an ultimatum for raid tomorrow last night when i was sleeping.

yeah i mean, our problem is with the fact that a group of 4 people is essentially allowed to treat the rest of the guild like garbage because they've been around for a while

so should i just assume the best course of action is for us to part ways? our goal would be to stay with this group but those 4 just cause so much dysfunction that if what people want is to keep that friend group together, we'd just rather find a more reliable group to play with

What the best course of action for me and the guild would be try to fix this, but it wouldn't start with removing people from the team or guild. You may see that as "protecting my friends" but I'd do the same for anyone in the raid right now. It's clear the direction and attitude of the guild has been more toxic to some people and not as much as others but I think removing people before trying to work with them.

Their crew was known to be toxic in Kill Order, and then was toxic towards Bear, and Dies, and me..
After catching them on stream talking about replacing people without even another single officer present, isn't that kind of enough to know that their interests are compromised?

Not entirely because we didn't enforce it as much as we should have. People shit-talk, especially when things are going bad like on progression. We've been better with keeping it out of raid coms during raids, but we haven't been enforcing as much as we should be during off-nights. And I didn't think much about it when i heard it in the past because it wasn't during raid night, but as a GM and trying to build a community it's something we should monitor a lot more.
As for what bear said and being caught, he was in the wrong because he can't just replace someone without any other officer knowing, simply because he isn't RL.

This has been going on since we joined the guild, I talked to bear, jamainia, and even you about this stuff. It wasn't until I talked to Luna that it came to fruition.
it just seems like the goal is to keep sweeping things under the rug and hoping people just want to stay along for the ride
Just because you didn't have institutions in place to deal with it, doesn't mean it needs to be excused when it happened time and time again. Bones even just throws tantrums and leaves the guild or people's alt raids without saying anything, and gets shrugged off
