  118. EMPHASIS: Basic Law Enforcement Training Scheduled

  120. The Missouri State Highway Patrol Law Enforcement Academy will host a
  121. training program in Jefferson City entitled, “Basic Law Enforcement” from
  122. January 2, 2012 through April 20, 2012. This course is intended for persons
  123. who are seeking a career in law enforcement.
  124.  
  125. The Basic Law Enforcement training program is designed to provide the
  126. student with the skills and knowledge required to function as a law
  127. enforcement officer. The Basic Law Enforcement School is a 600-hour program
  128. consisting of instruction in the basic techniques necessary to begin a law
  129. enforcement career. Special emphasis is placed in the areas of criminal
  130. law, firearms, crime scene procedures, collection of evidence, laws of
  131. arrest, search and seizure, physical fitness, techniques and mechanics of
  132. arrest, domestic disturbances, and first responder training.

  134. This course has been designed to present the student appropriate subject
  135. matter to permit growth as a professional law enforcement officer and to
  136. develop the individual’s attitude and discipline required to perform tasks
  137. mandated by society. This 15-week course meets the mandatory standards for
  138. training of peace officers in the state of Missouri for the 600-hour
  139. certificate as established by the Missouri Department of Public Safety,
  140. Peace Officer Standards and Training, in accordance with Chapter 590 RSMo.
  141. (Revised Statutes of Missouri)

  143. Students are required to successfully complete the standards established
  144. for all phases of the scheduled Academy training program prior to being
  145. certified as law enforcement officers in Missouri.

  147. The cost for this training is $5,335, which includes tuition, meals, and
  148. lodging, or $2,635, which includes tuition and meals. There are a limited
  149. number of vacancies in this course. Additional information and training

  168. I am not sure if I am reading this correctly. In my conversations with our 911 director she has explained to me that the language would require any county that collects a sales tax to fund the operations of a 911 to roll that tax back by 25%. If this is the case, I do not believe the state legislature has the authority to pass legislation the requires the adjustment of a local tax initiative passed by the voters of an individual political subdivision. If the legislature can mandate the roll back of a local 911 tax, than they could also pass legislation the could impact other tax initiatives such as a local law enforcement tax, road and bridge tax, or a local use tax. If my understanding of this bill is correct, I believe we would be on a very slippery slope with this issue. I am not opposed to the fee that is proposed, I am simply concerned about the language that relates to the roll back and how it will be interpreted. This language needs to be fully vetted before the Missouri Sheriff's Association takes an official position.

  190. I do not like the roll back language. Johnson county is a sales tax county, such a roll back would have a dramatic fiscal impact on the funding mechanisms for our PSAP.

  340. Neal Boortz is a Texan, a lawyer, a Texas AGGIE (Texas A&M), and now
  341. a nationally syndicated talk show host from Atlanta. His commencement
  342. address to the graduates of a recent Texas A&M class is far different from
  343. what either the students or the faculty expected.

  347. "I am honored by the invitation to address you on this august
  348. occasion.. It's about time. Be warned, however, that I am not here to
  349. impress you; you'll have enough smoke blown up your bloomers today. And you
  350. can bet your tassels I'm not here to impress the faculty and administration.
  351. You may not like much of what I have to say, and that's fine. You will
  352. remember it though. Especially after about 10 years out there in the real
  353. world. This, it goes without saying, does not apply to those of you who
  354. will seek your careers and your fortunes as government employees.
  355.  
  356. This gowned gaggle behind me is your faculty. You've heard the old
  357. saying that those who can - do. Those who can't - teach. That sounds
  358. deliciously insensitive. But there is often raw truth in insensitivity,
  359. just as you often find feel-good falsehoods and lies in compassion. Say
  360. good-bye to your faculty because now you are getting ready to go out there
  361. and do. These folks behind me are going to stay right here and teach.
  362.  
  363. By the way, just because you are leaving this place with a diploma
  364. doesn't mean the learning is over. When an FAA flight examiner handed me my
  365. private pilot's license many years ago, he said, 'Here, this is your ticket
  366. to learn.' The same can be said for your diploma. Believe me, the learning
  367. has just begun.
  368.  
  369. Now, I realize that most of you consider yourselves Liberals. In
  370. fact, you are probably very proud of your liberal views. You care so much.
  371. You feel so much. You want to help so much. After all, you're a
  372. compassionate and caring person, aren't you now? Well, isn't that just so
  373. extraordinarily special. Now, at this age, is as good a time as any to be a
  374. liberal; as good a time as any to know absolutely everything. You have
  375. plenty of time, starting tomorrow, for the truth to set in.
  376.  
  377. Over the next few years, as you begin to feel the cold breath of
  378. reality down your neck, things are going to start changing pretty fast...
  379. including your own assessment of just how much you really know.
  380.  
  381. So here are the first assignments for your initial class in reality:
  382. Pay attention to the news, read newspapers, and listen to the words and
  383. phrases that proud Liberals use to promote their causes. Then, compare the
  384. words of the left to the words and phrases you hear from those evil,
  385. heartless, greedy conservatives. From the Left you will hear "I feel."
  386. From the Right you will hear "I think." From the Liberals you will hear
  387. references to groups -- The Blacks, the Poor, The Rich, The Disadvantaged,
  388. The Less Fortunate. From the Right you will hear references to individuals.
  389. On the Left you hear talk of group rights; on the Right, individual rights.
  390.  
  391. That about sums it up, really: Liberals feel. Liberals care. They
  392. are pack animals whose identity is tied up in group dynamics. Conservatives
  393. think -- and, setting aside the theocracy crowd, their identity is centered
  394. on the individual.
  395.  
  396. Liberals feel that their favored groups have enforceable rights to
  397. the property and services of productive individuals. Conservatives, I among
  398. them I might add, think that individuals have the right to protect their
  399. lives and their property from the plunder of the masses.
  400.  
  401. In college you developed a group mentality, but if you look closely
  402. at your diplomas you will see that they have your individual names on them.
  403. Not the name of your school mascot, or of your fraternity or sorority, but
  404. your name. Your group identity is going away. Your recognition and
  405. appreciation of your individual identity starts now.
  406.  
  407. If, by the time you reach the age of 30, you do not consider
  408. yourself to be a conservative, rush right back here as quickly as you can
  409. and apply for a faculty position. These people will welcome you with open
  410. arms. They will welcome you, that is, so long as you haven't developed an
  411. individual identity. Once again you will have to be willing to sign on to
  412. the group mentality you embraced during the past four years.
  413.  
  414. Something is going to happen soon that is going to really open your
  415. eyes. You're going to actually get a full time job!
  416.  
  417. You're also going to get a lifelong work partner. This partner
  418. isn't going to help you do your job. This partner is just going to sit back
  419. and wait for payday. This partner doesn't want to share in your effort, but
  420. in your earnings.
  421.  
  422. Your new lifelong partner is actually an agent; an agent
  423. representing a strange and diverse group of people; an agent for every
  424. teenager with an illegitimate child; an agent for a research scientist who
  425. wanted to make some cash answering the age-old question of why monkeys grind
  426. their teeth. An agent for some poor demented hippie who considers herself
  427. to be a meaningful and talented artist, but who just can't manage to sell
  428. any of her artwork on the open market.
  429.  
  430. Your new partner is an agent for every person with limited, if any,
  431. job skills, but who wanted a job at City Hall. An agent for tin-horn
  432. dictators in fancy military uniforms grasping for American foreign aid. An
  433. agent for multi-million dollar companies who want someone else to pay for
  434. their overseas advertising. An agent for everybody who wants to use the
  435. unimaginable power of this agent's for their personal enrichment and
  436. benefit..
  437.  
  438. That agent is our wonderful, caring, compassionate, oppressive
  439. government. Believe me, you will be awed by the unimaginable power this
  440. agent has.. Power that you do not have. A power that no individual has, or
  441. will have. This agent has the legal power to use force, deadly force to
  442. accomplish its goals.
  443.  
  444. You have no choice here. Your new friend is just going to walk up to
  445. you, introduce itself rather gruffly, hand you a few forms to fill out, and
  446. move right on in. Say hello to your own personal one ton gorilla. It will
  447. sleep anywhere it wants to.
  448.  
  449.  
  450.  
  451. Now, let me tell you, this agent is not cheap. As you become
  452. successful it will seize about 40% of everything you earn. And no, I'm
  453. sorry, there just isn't any way you can fire this agent of plunder, and you
  454. can't decrease its share of your income. That power rests with him, not
  455. you.
  456.  
  457. So, here I am saying negative things to you about government. Well,
  458. be clear on this: It is not wrong to distrust government. It is not wrong
  459. to fear government. In certain cases it is not even wrong to despise
  460. government for government is inherently evil. Yes ... a necessary evil, but
  461. dangerous nonetheless...somewhat like a drug. Just as a drug that in the
  462. proper dosage can save your life, an overdose of government can be fatal.
  463.  
  464. Now let's address a few things that have been crammed into your
  465. minds at this university. There are some ideas you need to expunge as soon
  466. as possible.. These ideas may work well in academic environment, but they
  467. fail miserably out there in the real world.
  468.  
  469. First is that favorite buzz word of the media and academia:
  470. Diversity! You have been taught that the real value of any group of people -
  471. be it a social group, an employee group, a management group, whatever - is
  472. based on diversity. This is a favored liberal ideal because diversity is
  473. based not on an individual's abilities or character, but on a person's
  474. identity and status as a member of a group. Yes, it's that liberal group
  475. identity thing again.
  476.  
  477. Within the great diversity movement group identification - be it
  478. racial, gender based, or some other minority status - means more than the
  479. individual's integrity, character or other qualifications.
  480.  
  481. Brace yourself. You are about to move from this academic atmosphere
  482. where diversity rules, to a workplace and a culture where individual
  483. achievement and excellence actually count. No matter what your professors
  484. have taught you over the last four years, you are about to learn that
  485. diversity is absolutely no replacement for excellence, ability, and
  486. individual hard work. From this day on every single time you hear the word
  487. "diversity" you can rest assured that there is someone close by who is
  488. determined to rob you of every vestige of individuality you possess.
  489.  
  490. We also need to address this thing you seem to have about "rights."
  491. We have witnessed an obscene explosion of so-called "rights" in the last few
  492. decades, usually emanating from college campuses.
  493.  
  494. You know the mantra: You have the right to a job. The right to a
  495. place to live. The right to a living wage. The right to health care. The
  496. right to an education. You probably even have your own pet right - the
  497. right to a Beemer for instance, or the right to have someone else provide
  498. for that child you plan on downloading in a year or so.
  499.  
  500. Forget it. Forget those rights! I'll tell you what your rights
  501. are. You have a right to live free, and to the results of 60% -75% of your
  502. labor. I'll also tell you have no right to any portion of the life or labor
  503. of another.
  504.  
  505. You may, for instance, think that you have a right to health care.
  506. After all, Hillary said so, didn't she? But you cannot receive healthcare
  507. unless some doctor or health practitioner surrenders some of his time - his
  508. life - to you.. He may be willing to do this for compensation, but that's
  509. his choice. You have no "right" to his time or property.. You have no
  510. right to his or any other person's life or to any portion thereof.
  511.  
  512. You may also think you have some "right" to a job; a job with a
  513. living wage, whatever that is. Do you mean to tell me that you have a right
  514. to force your services on another person, and then the right to demand that
  515. this person compensate you with their money? Sorry, forget it. I am sure
  516. you would scream if some urban outdoorsmen (that would be "homeless person"
  517. for those of you who don't want to give these less fortunate people a
  518. romantic and adventurous title) came to you and demanded his job and your
  519. money.
  520.  
  521. The people who have been telling you about all the rights you have
  522. are simply exercising one of theirs - the right to be imbeciles. Their
  523. being imbeciles didn't cost anyone else either property or time. It's their
  524. right, and they exercise it brilliantly.
  525.  
  526. By the way, did you catch my use of the phrase "less fortunate" a
  527. bit ago when I was talking about the urban outdoorsmen? That phrase is a
  528. favorite of the Left. Think about it, and you'll understand why.
  529.  
  530. To imply that one person is homeless, destitute, dirty, drunk,
  531. spaced out on drugs, unemployable, and generally miserable because he is
  532. "less fortunate" is to imply that a successful person - one with a job, a
  533. home and a future - is in that position because he or she was "fortunate."
  534. The dictionary says that fortunate means "having derived good from an
  535. unexpected place." There is nothing unexpected about deriving good from
  536. hard work. There is also nothing unexpected about deriving misery from
  537. choosing drugs, alcohol, and the street.
  538.  
  539. If the Liberal Left can create the common perception that success
  540. and failure are simple matters of "fortune" or "luck," then it is easy to
  541. promote and justify their various income redistribution schemes. After all,
  542. we are just evening out the odds a little bit. This "success equals luck"
  543. idea the liberals like to push is seen everywhere.. Former Democratic
  544. presidential candidate Richard Gephardt refers to high-achievers as "people
  545. who have won life's lottery." He wants you to believe they are making the
  546. big bucks because they are lucky. It's not luck, my friends. It's choice.
  547. One of the greatest lessons I ever learned was in a book by Og Mandino,
  548. entitled, "The Greatest Secret in the World." The lesson? Very simple:
  549. "Use wisely your power of choice."
  550.  
  551. That bum sitting on a heating grate, smelling like a wharf rat? He's
  552. there by choice. He is there because of the sum total of the choices he has
  553. made in his life. This truism is absolutely the hardest thing for some
  554. people to accept, especially those who consider themselves to be victims of
  555. something or other - victims of discrimination, bad luck, the system,
  556. capitalism, whatever. After all, nobody really wants to accept the blame
  557. for his or her position in life. Not when it is so much easier to point and
  558. say, "Look! He did this to me!" than it is to look into a mirror and say,
  559. "You S. O. B.! You did this to me!"
  560.  
  561. The key to accepting responsibility for your life is to accept the
  562. fact that your choices, every one of them, are leading you inexorably to
  563. either success or failure, however you define those terms.
  564.  
  565. Some of the choices are obvious: Whether or not to stay in school
  566. Whether or not to get pregnant. Whether or not to hit the bottle. Whether
  567. or not to keep this job you hate until you get another better-paying job.
  568. Whether or not to save some of your money, or saddle yourself with huge
  569. payments for that new car.
  570.  
  571. Some of the choices are seemingly insignificant: Whom to go to the
  572. movies with. Whose car to ride home in. Whether to watch the tube tonight,
  573. or read a book on investing. But, and you can be sure of this, each choice
  574. counts. Each choice is a building block - some large, some small. But each
  575. one is a part of the structure of your life. If you make the right choices,
  576. or if you make more right choices than wrong ones, something absolutely
  577. terrible may happen to you. Something unthinkable. You, my friend, could
  578. become one of the hated, the evil, the ugly, the feared, the filthy, the
  579. successful, the rich.
  580.  
  581. The rich basically serve two purposes in this country. First, they
  582. provide the investments, the investment capital, and the brains for the
  583. formation of new businesses. Businesses that hire people. Businesses that
  584. send millions of paychecks home each week to the un-rich.
  585.  
  586. Second, the rich are a wonderful object of ridicule, distrust, and
  587. hatred. Few things are more valuable to a politician than the envy most
  588. Americans feel for the evil rich.
  589.  
  590. Envy is a powerful emotion. Even more powerful than the emotional
  591. minefield that surrounded Bill Clinton when he reviewed his last batch of
  592. White House interns. Politicians use envy to get votes and power. And they
  593. keep that power by promising the envious that the envied will be punished:
  594. "The rich will pay their fair share of taxes if I have anything to do with
  595. it." The truth is that the top 10% of income earners in this country pays
  596. almost 50% of all income taxes collected. I shudder to think what these job
  597. producers would be paying if our tax system were any more "fair."
  598.  
  599. You have heard, no doubt, that the rich get richer and the poor get
  600. poorer. Interestingly enough, our government's own numbers show that many
  601. of the poor actually get richer, and that quite a few of the rich actually
  602. get poorer. But for the rich who do actually get richer, and the poor who
  603. remain poor .. there's an explanation -- a reason. The rich, you see, keep
  604. doing the things that make them rich; while the poor keep doing the things
  605. that make them poor.
  606.  
  607. Speaking of the poor, during your adult life you are going to hear
  608. an endless string of politicians bemoaning the plight of the poor. So, you
  609. need to know that under our government's definition of "poor" you can have a
  610. $5 million net worth, a $300,000 home and a new $90,000 Mercedes, all
  611. completely paid for. You can also have a maid, cook, and valet, and a
  612. million in your checking account, and you can still be officially defined by
  613. our government as "living in poverty." Now there's something you haven't
  614. seen on the evening news.
  615.  
  616. How does the government pull this one off? Very simple, really. To
  617. determine whether or not some poor soul is "living in poverty," the
  618. government measures one thing -- just one thing. Income.
  619.  
  620. It doesn't matter one bit how much you have, how much you own, how
  621. many cars you drive or how big they are, whether or not your pool is heated,
  622. whether you winter in Aspen and spend the summers in the Bahamas, or how
  623. much is in your savings account. It only matters how much income you claim
  624. in that particular year. This means that if you take a one-year leave of
  625. absence from your high-paying job and decide to live off the money in your
  626. savings and checking accounts while you write the next great American novel,
  627. the government says you are 'living in poverty."
  628.  
  629. This isn't exactly what you had in mind when you heard these gloomy
  630. statistics, is it? Do you need more convincing? Try this. The
  631. government's own statistics show that people who are said to be "living in
  632. poverty" spend more than $1.50 for each dollar of income they claim.
  633. Something is a bit fishy here. Just remember all this the next time Charles
  634. Gibson tells you about some hideous new poverty statistics.
  635.  
  636. Why has the government concocted this phony poverty scam? Because
  637. the government needs an excuse to grow and to expand its social welfare
  638. programs, which translates into an expansion of its power. If the
  639. government can convince you, in all your compassion, that the number of
  640. "poor" is increasing, it will have all the excuse it needs to sway an
  641. electorate suffering from the advanced stages of Obsessive-Compulsive
  642. Compassion Disorder.
  643.  
  644. I'm about to be stoned by the faculty here. They've already changed
  645. their minds about that honorary degree I was going to get. That's OK,
  646. though. I still have my PhD. in Insensitivity from the Neal Boortz
  647. Institute for Insensitivity Training. I learned that, in short, sensitivity
  648. sucks. It's a trap. Think about it - the truth knows no sensitivity. Life
  649. can be insensitive. Wallow too much in sensitivity and you'll be unable to
  650. deal with life, or the truth, so get over it.
  651.  
  652. Now, before the dean has me shackled and hauled off, I have a few
  653. random thoughts.
  654.  
  655. * You need to register to vote, unless you are on welfare. If you
  656. are living off the efforts of others, please do us the favor of sitting down
  657. and shutting up until you are on your own again.
  658.  
  659. * When you do vote, your votes for the House and the Senate are more
  660. important than your vote for President. The House controls the purse
  661. strings, so concentrate your awareness there.
  662.  
  663. * Liars cannot be trusted, even when the liar is the President of
  664. the country. If someone can't deal honestly with you, send them packing.
  665.  
  666. * Don't bow to the temptation to use the government as an instrument
  667. of plunder. If it is wrong for you to take money from someone else who
  668. earned it -- to take their money by force for your own needs -- then it is
  669. certainly just as wrong for you to demand that the government step forward
  670. and do this dirty work for you.
  671.  
  672. * Don't look in other people's pockets. You have no business there.
  673. What they earn is theirs. What you earn is yours. Keep it that way..
  674. Nobody owes you anything, except to respect your privacy and your rights,
  675. and leave you the hell alone.
  676.  
  677. * Speaking of earning, the revered 40-hour workweek is for losers.
  678. Forty hours should be considered the minimum, not the maximum. You don't see
  679. highly successful people clocking out of the office every afternoon at five.
  680. The losers are the ones caught up in that afternoon rush hour. The winners
  681. drive home in the dark.
  682.  
  683. * Free speech is meant to protect unpopular speech. Popular speech,
  684. by definition, needs no protection.
  685.  
  686. * Finally (and aren't you glad to hear that word), as Og Mandino
  687. wrote,

  690. being.
