  8. Hello, I've been dealing with this issue for some time already.
  9.
  10. Probably all Bethesda's games are unavailable in CZ/PL/SK/HU region.
  11.
  12. Bethesda has yet to give me an answer that would really give me the information needed for ending this issue. So far the closest was "Unfortunately we do not have any information as to why the games area blocked in your region. We have been advised that Skyrim will be released in the Eastern European regions on Steam eventually, but we do not have any further information other than this."
  13.
  14. Cenega, the distributor which is now the very ONLY distributor for this region says, that they had nothing to do with it and neither did they have a reason to act in the matter.
  15.
  16. So now I'm hoping you could give me an intelligent answer. I assume Steam is not the one to blame here since Direct2Drive has the same issues.
  17.
  18. Thank you.

  30. Link: http://support.steampowered.com/kb_article.php?ref=5688-IFHZ-2170
  31.
  32. If you are running in Windows XP, take the following steps:
  33. 1) Exit Steam.
  34. 2) Go to the "Start" menu, select "Run", type "regedit" and click "OK".
  35. 3) Navigate to the following registry key: HKEY_CURRENT_USER\SOFTWARE\VALVE
  36. 4) Right click and select "Permissions"
  37. 5) Check the "Allow" boxes for "Admin" and "System" for both "Full control" and "Read".
  38.
  39. The remaining steps apply to *all* versions of Windows.
  40.
  41. Please also verify the GCF for this game as outlined here:
  42.

  46. Note: Files may fail to verify. This is normal and can be ignored.
  47.
  48. Then test the issue.
  49.
  50. If you still have difficulty, you may also need to manually run secondary installers required by this game.
  51.
  52. Exit Steam entirely.
  53.
  54. Browse to your Skyrim installation folder (Usually C:\Program files\Steam\Steamapps\common\skyrim\)

  82. The issue is not on my side, it is between Steam and Bethesda. Also between Direct2Drive and Bethesda. Possibly between all digital resellers and Bethesda.
  83.
  84. I would really like a human answer and not a copy/paste irrelevant "tips and tricks".
  85.
  86. Thank you.

  93. Hello Aoyagi,
  94.
  95. The release date is determined by the region where you are physically located and is not tied to the version of the game you purchased. The publisher or developer of the title determines the release date for their games. Please refer to the Steam Storepage for this title to determine the release date in your region.
  96.
  97. Let us know if you have any further questions or concerns.

  104. Hello again. The release date is long gone except that the games are not available on Steam. That also implies that I haven't actually purchased any of those games. Steam Storepage says "This item is currently unavailable in your region", I have consulted that page. Otherwise there is no way I could have know the games were unavailable, is it?
  105.
  106. So why is it unavailable?

  141. Message: Hello, could you please explain why is there no way to buy Lonesome Road and Skyrim (which is sold only in local shops) in this region? I was told by local distributor (Cenega) that they have no connection to regional block on Steam and other digital distributors.

  143. Thank you.

  149. Hi,
  150. Aoyagi. Thanks for your email. I can understand you might be frustrated. Unfortunally, If your local internet companies don't allow Steam, the only option you have then is to buy Lonesome Road and Skyrim as discs.
  151.
  152. But: Here's a link that might help, but you need Spam the very first time to actvate the game http://www.elderscrolls.com/skyrim/pre-order/
  153.
  154. Maybe check with other internet companies if they allow Steam?
  155. Best of luck to you:)

  163. As far as I'm aware, me (O2 Telefonica) and everyone I know actually use Steam without any problems. I've been using it since 03 and more importantly, I have bought New Vegas from Steam. Also, Steam itself is not the only service affected, it appears that every digital distributor (such as D2D) is region blocked.
  164.
  165. I would seriously like to support Bethesda (and Obsidian as well {which, in my opinion, Bethsoft should work more often with}), but if there is no way to legally purchase yours and Obsidian's products (except for waiting or buying it from a reseller with poor reputation) for reasons unknown to me, you are basically saying "We don't want to sell our products to you, deal with it". Not the approach I'd expect from one of the last companies that didn't abandon PC community and good old ways.
  166.
  167. Thank you for the link, but there isn't an option to chose any of the countries I mentioned.
  168.
  169. Just for clarification, by " regional block " I meant the "This item is currently unavailable in your region" problem and by "connection" I meant that they said they had nothing to do with it or any reason to cause trouble whatsoever...or so I've been told.
  170.

  180. Unfortunately we do not have any specific information as to why the games are blocked in your region as we are not provided distribution information here at technical support.
  181.
  182. We have been told that Skyrim will be made available in additional regions on Steam eventually, but we have not been given a specific date as to when this will be.

  209. Hi Aoyagi.
  210.
  211. This is just a suggestion, but your internet might use VPN, and Steam does not like it, so you can try turning the VPN off and then register the game and play offline. If you play 'online' you'll have the same problem. After registering the game, you can reopen VPN.
  212.
  213. If this doesn't work, try downloading Virtual Proxy, fooling your server to think you're outside of CZ.
  214.
  215. All the best:)

  234. Hello,
  235. I've been buying the products from your selection over internet distribution channels. Unfortunately, it is not possible to buy the games this way any more (Skyrim and apparently Lonesome Road (which makes LR impossible to buy in this region)) and the system is referring to a regional lock, for example "This item is currently unavailable in your region" or "Skyrim is Country restricted on your IP." The only conclusion I can make out of it is that a deal leading to restriction of all internet distribution channels has been made. I would very much appreciate if you could explain that to me, please. I have to point out that explanations involving exclusive agreements or pacts or baseless excuses are unacceptable. Restriction such as these can be understood as discriminating and monopolistic, conflicting the free market competition and free availability of commercial products on the market.
  236.
  237. Since I cannot buy via Internet distribution channels, it leads me to a presumption that there was made some kind of a cartel agreement, which ended in a monopoly of a single distributor in at least four countries. This behavior is conflicting both Czech and European legislation.
  238. I would very much appreciate if you could give me a suitable clarification.
  239.
  240. Thank you,
  241.

  262. Hello Aoyagi,
  263. we fully understand your disagreement and anger in this matter, but we can assure you that Cenega had nothing to do with this. We function only as a distributor for local markets, marketing provider, localization and support. However, setting of Steam of a product is out of our competency. Furthermore, we have no reason to block anything if we consider the marginal sales over Steam in our region. See, the sales are around 2% for the best products (meaning the latest games). The reason is that new games are almost always more expensive on Steam than boxed versions.
  265.
  266. Particularly the pr with unavailability of Fallout New Vegas DLCs is being dealt with for some time already. We are trying to settle the licenses with Bethesda, which says that everything should be fine now [meaning there is no problem]. We have reopened the issue last week and sent screenshots of it to Bethesda. You see, the issue is not only in CZ, but also PL and HU market too [also SK...]. Blocking these things from our side has no sense and even if we wanted to do so, it would effect all publishers, not only Bethesda. We hope that this thing will be solved soon, but we don't have any notable leverages, because Cenega is aside [not really taken into consideration].
