  1. A 300% AP heal is not only nigh-useless in the early game because of the lack of a base, but it's absurdly strong late game, since you heal for 37.5% AP health every second. That's about a third of a Soraka W every second, for 8 seconds. That aside, onto the actual effects:
  2. I'm obligated to just straight-up say "no." This is basically just the smite buffs, and has similar issues. Plus, this is a LOT of effects to have to keep track of. Imagine mousing over your passive and seeing all THAT.

Q is potentially really strong due to a whole 2 second stun, which, frankly, doesn't seem that hard to hit. 300 units isn't very far, no, but it means they can't fight you in the jungle, and you can Flash + Q for a really easy stun. In relation, Veigar's E, the longest stun in the game, is 2.5 seconds, with a difficult hit box, an incredibly telegraphed animation, and a 0.5 second delay. Plus, hitting the first basically means you're guaranteed to hit the second part, meaning it's more of a 4 second stun, which also happens to be on a 6 second cooldown. You can permastun people, so long as you hit them with your initial Q, which is an instant cast cone that people can't dodge.

  6. I'm not really sure where W fits into the thematic of a chef. It's just... weird to me. Plus, the whole "vanish into a wall or enemy" thing is kinda Kayn's shtick. It also sets up for a W into Q play.

  8. I'm not really sure what kind of gameplay your E is trying to lend itself to. It feels like it's more-so tacked onto your kit for thematics, and doesn't offer much in terms of gameplay. It's not a huge heal, either, and it's not a ton of damage, or a large slow, despite the (this is implied, so I'm going to assume) fact that you can't move.

  10. I'm not really a fan of your R; it gives you a bunch of stats, and doesn't really do anything for you, save for being a "hey click this and pop off" button. It's just a stat boost, is what I'm getting at, which doesn't feel as good as some huge effect. The only two things here that keep it from being a glorified Vayne R is the fact it obviously doesn't give stealth and it multiplies your CDR. You only need 10% CDR and level 11 to get 100% CDR, which means that, for 13 seconds, your Q has no cooldown.

  12. Your numbers seem a tad wonky, as well, and I'm not really sure if you're a tank or a bruiser, or if you're AD or AP.
