there seems to be a task issue for hr_staff in 4.0.3.
hr_staff has the person_can_edit_child_form_salary
hr_staff does not have the person_can_edit_child_form_salary

when a person's position is set for the first time, it uses the form_make_offer.html
which has the task='person_can_change_child_form_salary'

thus hr_staff cannot set an initial position for someone

i forgot what was the reasoning for the 'change' version of the task.

we can fix it one of two ways... edit the form_make_offer.html to be person_can_edit_child_form_salary
or change the iHRIS_Manage_Config.xml  so that hr_staff has the correct role.
