Okay so the Chief is elected by the Wounsil, who can not elect him from within the wounsils own ranks.  The chief is a life long position but a vote of no confidence can depose him.

The Chief has executive power and is allowed to essentially make any ruling as if hes the supreme court, however he cant dissolve or affect wounsil policies and he doesnt make the laws he just determines policy. The wounsil may pass laws and the chief can veto them but because the wounsil put the chief in power and can take him out of it cooperation is common between the two. The idea is that the Wounsils job is to be Proactive and slowly come up with the best initiatives for the nation, while the Chiefs job is to be reactive and quickly solve problems and put bandaids when the Wounsil would be too slow.

Part of this is tarsier politics itself, which is almost weaponized friendship, a byzantine labrynth of favors and promises lock the wounsil in whats almost a family friendly version of victorian intrigue. Esteem can be lost at a single mispoken work and the unprepared can find themselves lost behind a barrage of cutthroat cordiality.

The wounsil itself is divided into two groups the High and Low Council.

The High Council is a cabinent of the leaders of the highest noble households in Tarsier kind. Since a noble household is traditionally adopted into upon graduation of a apprenticeship these are the wealthy trade elites.

High council members include
Airship fleetmaster
The Shipmaster of the Hiuvai docks
The Pit boss
The head of the Merchants Guild
The Academy Head

The Monastary is NOT a part of the wounsil as its a secular organization


The Low council is comprised of any other competing guild, which is "Any organization of 10 or more, with no members of a currently operating guild, which has managed to pass the Proof"

The Proof is a trial where one needs to make a noteworthy contribution before the high wounsil, it is a lot like America's got talent but political. If you can prove your guild can do cool things you can vote. And from within the low wouncil you can worm your way up into a Noble Guild, compete with a family name and Crest.

Noble houses can be put into the High Wounsil so its not uncommon for low council guilds to roll into each other for a chance to become a noble guild.

Ultimately heres the difference in rank

A guild: A company
Noble Guild: THE company, with goverment contracts and sponserships. This is the flagship company of a industry, if its overtaken then usually the previous owner keeps the name and crest but is a "Fallen Noble" and loses their ranking and prestige.
High Noble: A Guild in the High Wounsil. This is essentially just the noble guild of a ESSENTIAL industry.
