With the coming of the alien power armors obviously spawned a new way to wage war, and the more nations who wanted to use them the greater the market for mercenaries who could acquire them, by whatever means necessary. Outer Haven is one of these, a private mercenary corp based out of Africa from the states, seeing war as a way to profit and stimulate economies.

Primarily using the Suits and various Unmanned drones spawned from this new technology, they seek to dominate control of the market from currently existing companies, through quality and efficiency. While heavily out numbered and generally fresh, recruits are guaranteed the "Family" rules and protections. No man left behind, no unheard voice, and plenty of opportunities to prosper.

  9. There will be child corps with independent cells, goals, and leaders, driven all by their own motivation. The parent company, Sons of Liberty, will be there to provide a guiding hand, lest you be cut off by doing something not approved, and eventually spawn into something greater.

  11. We will be free men in our own right! No one shall tell us what to do or who to follow, and we will make a pretty penny on the side. The parent company will also be based primarily on light scouts and infiltrators, not unlike a terrorist cell, with a subset of heavy suit strikers.

  19. Origin:
  20. Outer Haven has become a byword for suit based private security contracting, a household name across the world. But before all that, there was Cobra Tactical Solutions. One of the first entirely suit comprised mercenary units, Cobra totaled just 9 operators, working together to handle some of the roughest fighting of the reignited African bush wars. Their leader was the legendary pilot Liberty, known to all as simply 'The Boss'
  21. On one fateful mission to protect a Shell operation in Nigeria, Liberty was finally killed, dying in the blast of the destroyed refinery. Her final transmission, a standard letter of farewell to her comrades, and a manifesto. A dream of a place where they could live free, and as they chose. No longer fighting for their daily bread, but for whatever they chose to believe in. On that day, in the shadow of the raging inferno, Outer Haven was born

  24. Leadership
  25. Currently Outer Haven exists as the parent corporation for several large private military/security contractors, encompassing everything from rear echelon support to actual front line fighting in war zones across the Earth. Of all the suit founded factions, Outer Haven as the largest number of non-suited members at its disposal
  26. The actual leadership is comprised of a flexible council, headed by 6 of the original 8 members of Cobra. The remaining seats belong to the largest companies under the Outer Haven umbrella, as well as the representative of Haven's own intelligence service
  27. Politically the leadership are currently divided along the 'Patriot' and 'Philosopher' lines, with Patriots seeking to fulfill The Boss' dream no matter what the cost to Haven, and the Philosophers who are more focused on immediate profit and stability rather than rash nationalism

  30. Public Relations
  31. Outer Haven quietly acquired stock in various PMC's and emerged as a market leader virtually overnight. Since then they have maintained cordial relations with world governments, assuring them that any previous contracts they had with existing companies will be honoured, while expanding their services to include the hiring of suit wearing operatives. As of now, Outer Haven are a fixture in just about every ongoing war on Earth

Outer Haven have several contracts with the Thunderbolt Mail Service, to whom they regularly subcontract delivery work and message relaying in areas with compromised or non existent electronic networks. Despite several offers, Thunderbolt maintains its independence, a situation Outer Haven has come to accept
  33. Outer Haven's penchant for 'no questions asked or answered' work has made them occasional enemies of The Crusaders. The Crusaders regard Outer Haven as opportunists, enabling global conflicts. Outer Haven in turn consider Crusaders to be too self righteousness to truly succeed in their goal
  34. The Pack too are often enemies of Haven, with the suited ciminals rampages often being the reason Haven are hired to keep the peace in any given area
  35. As a suit wearing faction, the Hunters are by nature considering hostile at best

  38. Less Than Public Relations
  39. Outer Haven maintains a respectable public face, but underneath is a cold corporate war machine, dedicated to its own profit and goals. If governments ever discovered the true end game of the Haven leadership, chaos would reign. But, for now, the jokes about Haven suit pilots aiming for 'self employment' is all the public really know
  40. Outer Haven play a hard game, but ultimately realise that Thunderbolt is infinitely more useful independent then it ever would be under their thumb. If nothing else, a deniable railgun strike has given several members ideas for later projects....
  41. No secrets for the Crusaders, they can't stand Outer Haven, and Outer Haven can't stand them. If the Haven was ever realised, things would probably only get worse between the two
  42. The Pack are in fact occasional allies of Outer Haven, causing small crises to encourage a military action they can use as cover for greater crimes. The Pack are commonly seen in the wake of Haven operations, looting and selling arms amidst the battlefield. Some members of the Pack have even gone 'legit', operating as deniable strike forces so Outer Haven can drive up war prices in a region (pic related)
  43. The Fae are not above hiring mercs, but their desire to reclaim suits puts them heavily against Outer Haven, who realise that without this edge they'd just be another pack of dogs of war. The Boss will not have died in vain
  44. Outer Haven are aware of Safety Net, and file it under "Not our problem". They have no issue with individuals being part of the Net, so long as it doesn't interfere with ongoing contracts
  45. "Hunters are Hunters, and not to be trusted". A maxim among Havenites, who have even considered temporary alliances with the Crusaders to wipe out the murderous band

  50. Vox Populi are the newest terror threat, reads the official line. Outer Haven is only too willing to profit from the actions of these anarchists, and Haven's recent profits are in no small part due to the new War on Suit Terror.

  52. Less than Publicly
  53. Outer Haven consider the Vox Populi one of the biggest obstacles to the realisation of the Haven project. Not that they would interfere, but that they might join in. Haven fears that if they created their own sovereign state, the Vox would simply move in and exploit it as a home, legitimizing government fears of the Haven as a destabilising element
  54. Outside these concerns, some of the Pack operators working for Haven in a deniable capacity have taken contract work for the Vox, but the greater Outer Haven body has no contracts or contacts within the Vox group

  58. Brief Notes
  59. All suits and symbiotes are, officially, attached to the Outer Haven parent company, and detached on a 'as needed' basis to field operations across the world. This is to both encourage loyalty to the corporation as a whole and to concentrate power

  61. Pilots
  62. Suit operators form the core of Outer Haven operations, filling roles from bodyguard to fire support and just about every other front or forward edge task in between. Whilst all weapon fittings, squad make up and tactical focus are subject to change in response to conditions in the field, a 'standard' Haven suit fireteam is an 9 unit. One mesh leader, two medium engineers, two medium supports, two heavy assualts, one light infiltrator and one light mobility suit. Pilots are entitled to both an increase in pay grade and greater danger moeny, on top of the option to become a stock holder in Outer Haven itself. If they take this option, they are given a copy of The Boss' will and offered the opportunity to make it a reality. So far none have turned down this honour

  65. Outer Haven is actively but quietly hiring symbiotes to its ranks, offering the same benefits as they do to pilots. Symbiotes are not as flashy as their metal peers, but offer great flexibility and even secrecy in the field. Already Outer Haven is experimenting with symbiote bodyguards for civilised areas, employing the less 'changed' symbiotics as deceptively strong protectors for clients in Europe and the US

  136. Mesh (Skin) - not much more than basic body armor. Original height.
  137. Light (Runner) - somewhat restricts movement, but is much more durable. 5 to 6 feet.
  138. Medium (Striker) - average armor, restricts mobility but offers an equal degree of protection. 7 to 8 feet.
  139. Heavy (Myrmidon) - not very mobile, but makes up for it by tanking damage and dealing it in kind. 9 to 10 feet.
  140. SuperHeavy (Titan) - Still a suit in the barest sense of the term, this miniature mech can withstand all but the heaviest of assaults and can level a small country. Good luck with following someone, though. 11 to 12 feet.

  143. Gen1 - Pod Suits. One of a kind, 160 resources, but the hardest to repair. Tends to attract attention due to its rarity. Be vigilant against those trying to steal it.

  145. Gen2a - Top quality reproduced suits. 140 points. Expensive, but worth it. Limited to bipedal, tauric, quadrupedal, drider, and harpy. Two 20 point weapons max. Used by the elite of the elite. Spec ops, high tier Corporate security, government agencies. Heavy and Superheavy cost extra points over what they do for gen1 suits.

  147. Gen2b - Less powerful, but cheaper. 100 points, bipedal only, only one 20 point weapon. Used by SWAT, Upper level military, Marines, PMCs, etc. Heavy or lower.

  149. Gen2c - mass produced. Cheap. Bipedal only. 80 points. No lv20 weapons. No flight or smart AI. Medium or lower.

  179. The Union of Inquiry
  180. Other groups that were created after the coming of the suits all have obvious goals and interactions with the various factions that have since been created. They have clearly created goals, bias, and morals. The only thing that the Union shares among its members is a guarantee of cooperation in the event of being attacked and cooperation in the name of science.

Unlike many other groups the union contains a single factional break between members who will ignore modern ethics and carry out experiments like human experimentation or weapons testing in warzones or any testing generall considered cruel and unusual. These groups are opposed by more ethical Union members. Clashes between these members are frequent but occur in a generally good natured manner, few if any are willing to put "The Pact" as they call their agreement in danger.

  184. Nothing, in general is agreed to be beyond the bounds of research for the Union. They work on every possible application of the armor's technology in every way and they do it for every goal possible, for profit, for humanity, for glory, for simple curiosity. Science for the sake of Science.

The Union has no known base, however most people have heard rumors of one of the seabed research facilities these are the so called "Deep Ones" Few members of the union know what research the Deep Ones are undertaking and the few who do are unwilling to share such priviliged information without a hefty price. The Union works with many organizations such as the Safety Net or the Thunderbirds to build up their bases but do so on an individual levels. While one idealistic Union Member may be willing to aid a Harpy Pilot with a damaged suit another is just as likely to strip their tech and use it for their experiments.

The Union is not to be trusted as a group, they have little in the way of control and no apparent centralized leadership aside from the Majestic 12 a council made up from the two extremes of the faction. (One side stating ethics is a basic human necessity, the other that ethics gets in the way of scientific research) This faction oversees the research of the group members, distributes funding and aid and helps new members get started in their own bases or find bases to join.

  192. Typically a Union base is hidden, undergound, underwater, on land underneath a cloak field, in orbit as a space station...the one thing they all share is a highly encrypted communication link that allows all the members to communicate and exchange data without fear of outside interference.

THIS WAS YOUR FATE, TO SCAVENGE AT THE BOTTOM SO YOU COULD ATTEMPT TO FILL YOUR NEEDS WHILE THOSE ABOVE HORDED PAST THEIR WANTS!

  231. These suit can grant you strength, but will they feed your family? These suits can make you fly, but will they stop the rain from falling on your loved ones heads? These suits can cause so much destruction, but can they heal a loved ones dying body?

  235. Money can. Money that we can get from those at the top. Money that can build a house, fill our stomachs, and give us everything we ever need and beyond. It can give us everything we ever wanted.

  250. The Hunters
  251. Men and women of power constantly change the course of the world. In the past this was a good thing. Many great things have been done by, and because of, these powerful people.

  253. But, if history has taught us anything, it is that man is weak.
  254. He is short lived and often forgets his place in the world. He lets his ego or ambition blind him. And thus he commits atrocities upon his follow man.

  256. Men of power are stupid and destructive when left to their own devices. And so they must be stripped of that power, and it must be safeguarded and wielded by the worthy.

  258. This is a main ideology of the Hunters.

  260. The Hunters were founded by a man known as The Cleric. His family was killed when he was attacked in his home by fellow suit owners when they learned he possessed "The Great Armaments" as well.

  262. The goal of The Hunters is to obtain as much in the way of armor and tech that they can, dispatch the useless or unworthy, and (when possible) defend, or avoid the deaths of non-combatants.

  265. Many view them as nothing more than pirates or sharks because of their habit of hiring themselves out as mercs, but that is only a small part of their reputation.
  266. They believe that most are not ready for the power that the pods and armor grant them. Many people and organizations wield them for selfish or destructive reasons.

  268. The hunters take the armor, or the lives, of the unworthy and make it their own. They reverse engineer their trophies and augment their prized suits.

  270. They are at once, one of the most feared, and most respected faction to emerge due to their vicious nature in combat, but also their defense of the weak or unarmed. They rarely fight an enemy that possess no weapons, and if their terms are met, they will leave the pilot alive.
