Add Zaqar to RST Config Reference

This patch adds Zaqar Config Reference in RST format to the official
repository.

Currently configuration tables for Zaqar can't be generated
automatically, so the patch puts tables for Zaqar to
doc/config-ref-rst/source/tables/manual directory.
