A bill to make war realistically accurate

SECTION 1: War can only be declared by congress, but the governor can suggest to congress to declare war.

SECTION 2: Citizens from a enemy state in a war cannot be detained/arrested for being a citizen in that state unless they were committing a crime.

SECTION 3: If a state is using inhumane ways of war, if evidence is present, the person the person who was using the inhumane way will be charged with war crimes and be taken to court.
