as a newbie my ideas about cause of the connectivity issue:

a) Client (Windows 10)
b) ISP (wifi)
c) Network on the way to/from the server (it is virtual server - VPS)
d) Server configuration (has iptables without any rules, no firewall, only fail2ban default config.)
e) The site i am connecting to via server (the server acts as a proxy, app: shadowsocks)
