Each Pokemon's stats are weighted according to their usage %. For example in Gen 6 OU, Heatran's stats have a weighting of 23.0% while Slurpuff (who is less common in OU) has a weighting of 0.213%. Usage is based off elite stats; 1825 for OU and 1760 for the rest.
