I'm actually not too sure at the moment :x, a good place to start might be the overused general discussion though. You could make a post discussing Mega Lucario and/or Genesect's effect on the metagame and why you think its presence is negative enough for it to warrant a suspect test. If you present solid enough arguments, and theres enough demand from both you and other users who see the thread, the council may be persuaded to start a suspect test on said pokemon.
