yeah they should be but their state has no territory to live in. It would cause a big problem for any country, even yours, if suddenly a large amount of people were forced to leave their homes to make place for a palestinian state. And what's this talk about innocence? The government is not responsible for people being violent, it has no control over their decisions (even though it will still punish violent behavior, as it did last week when one person killed 4 palestinians, punished as if he killed 4 people regardless of their race)
