What rules did these players break?

Disregard for life.

What is your side of the story and what evidence do you have?

My self and two friends were out robbing random people as we do. We come across Timothy Pickett outside his house I pulled my gun and he ran off so I opened fired as it was complete disregard on his side, lucky one of my shots landed and hit his head as he bind appeared afterward.

Hurley and Zyph can back up what I've said.

At first, he claimed he was AFK but before that, we almost shot someone around the corner and he was actively moving around both people I was with that he was moving around. It's complete bullshit what he said to me, he just disregarded from the start when he ran off.

I would like to begin by requesting for the ticket to be reassigned to a Senior Administrator, due to believing the current handler to be in a bias position with the reporter through their friendship.

Please do not take this the wrong way, I simply want the situation dealt with as appropriately as possible.

That said, I had no intention to disregard the character's life whatsoever. I was genuinely away from keyboard at the time of the occurrences, and saw no situation to deal with upon tabbing into the game when I returned to my computer. My camera was facing the interior which means that I could have potentially missed the gun being pointed at the character. Therefore, I simply headed towards the garage to enter but heard gunshots to which I immediately retaliated with the bind, as would any other player on the server.

There's no proof to suggest otherwise, and this can be considered a word against word case. I have already taken the situation as a player kill due to the randomness of the attack, but I truly deem a character kill to be insufficient. If I had known that there was a gun being pointed at the character, I would have reacted realistically and proceeded with roleplaying emotion. I am not inexperienced at roleplaying, and know better than to disregard life through running away.

and you say you wouldn't have run away well you did and you were shot that's your own fault for not looking at your surroundings properly it's just a shame that you disregarded your life you should've checked before hand it's your own fault in my opinion.

I'm not out to CK people but you blatant disregard your characters life like you did you deserve a CK pushed upon you for failing to RP realistically.

I personally PM'd you before I was in Krakkfaen's channel to reply to the ticket and you didn't know you're trying to pick and anything not to get CK'd which is what you deserve for running off saying you were looking the other way doesn't matter look at the case of Taylor Marie Parker and Swanker she didn't see and she still got CK'd.

I'm not going to accept anything less than a CK in this situation because you're pulling up false accusations to avoid a CK.

If you're alt tabbed, it's not something we should take into consideration. Bit of your own fault to alt tab in public. Running off is then your own fault for not noticing it. Pulling then a bind immidiately without even knowing what's going on ain't even smarter.

I don't see why Krakkfaen is bias on this, as he should be doing his work which he currently is doing properly.

I'll add Sjoerd aswell to see if he thinks it's disregard, as it is in my opinion.

I was only outside the interior due to a common bug that makes characters fall through on spawn. I took the time to log off outside last night to avoid the issue, as well as avoiding to wait for a staff member to handle a teleportation request. I selected the character and went away from keyboard to handle an in real life issue, because I deemed that to be more important than reviewing my character's position prior to tabbing. There were no signs of being held at gun point and no characters other than mine were seen, hence the sudden attempt to head into my interior. I came back to my computer to log off due to me leaving my computer for a longer time and heading out of the house, but was instead shot at which point I realized there were others around.

There aren't any reasons for me to disregard the character's life whatsoever, like I have already mentioned. The character has been well developed since the beginning, and has a wedding coming up along with a baby that's underway. Let's be honest here, we both know that the character wouldn't try avoid being shot by running from such a hostile situation. The bind was only hit as a reaction to the sudden shots, and that truly comes down to an in-character choice.

Moreover, the report I submitted after being shot down further backs up my point about being clueless of the on-going situation. I believed the shots to be a death-match attack, but there was nobody to take the report at the time. Both staff members were involved and the final staff member online was actually in the F10 menu, which means that I didn't get any final opinion on the scenario. If someone had taken the report, I am convinced we would have been able to re-roleplay the scene accordingly and I would be given a chance, instead of now being forced and pressured into an unjustified character kill, due to the lack of staff able to handle my report.
