The Great Liberation
A plan/operation designed by The Empire of Acitcratna of The Ancient Empires of The World.
This operation is comprised of 17 stages in 5 phases. Each "phase" represents a goal towards the larger goal, to destroy The Black Riders and The Black Hawks. Each phase requires a larger amount of nations to carry out. Back-up stages and fall-back phases have already been designed, but not included in this document.
To preserve the integrity of this document, some finer details and a few stages have remained classified. Telegram Acitcratna if you have any questions. I suggest that the receiver of this telegram archives it for their reference.
Phase 1: Become known to the world and The Black Riders/Hawks. [Complete]
Stage 1: Submit a Security Council proposal to condemn General Halcones. [Complete]
Stage 2: Purposefully ignore defender rules and "liberate" regions by Invading.
Stage 3: Announce the region's existence to other regions through RMB recruiting and telegrams. [Complete]
Phase 2: Begin region construction.
Stage 1: Create an Interregional Council (known as the "Interregional Advisory Council") between allied regions. All who refuse to join will have all regional ties removed, including ambassadors and embassies.
This Council will consist of one (1) World Assembly nation from each region, forcibly pulling ties closer and closer, until stage 2.
Stage 2: Attract "tourists" from the regions on the council, pulling the regions together slowly. [details must be left out for confidential reasons].
Stage 3: Special offers to citizens and regional propaganda will entice nations to stay.
Stage 4: Begin discussions of merging between founders. Discussions will start out open and hypothetical.
Stage 5: Establish the region's military divisions fully.
Phase 3: Espionage, intelligence, and psychological warfare.
Stage 1: Insert more puppets into enemy regions (from the intelligence committee), boosting the Invader's numbers, boosting their pride and superiority, as well as intelligence rates.
Stage 2: While puppet flooding is happening, begin inserting a puppet into every conquered region, to gain influence.

Phase 4: Regional Population Surge
Stage 1: [classified]- This stage involves the ultimate seige of a region several thousand strong, who secretly support The Black Riders. It is a feeder region, and will also provide us with the means to carry out Stage 2.
Stage 2: [classified]- This stage involves the ultimate seige of a region several thousand strong, which participate in invasions with The Black Riders, occasionally, so as to get more nations. It is a sinker region, ruled by a nation from an Invader region, and the region itself will provide us with the means to carry out Phase 5.
Phase 5: The downfall of The Black Riders.
At this point, The Black Riders are still being filled with thousands of puppets, the home region is sending free recruitment telegrams instantly and effectively, and the population is several hundred nations with 10 times as many puppets and "ambassadors", including one in every conquered region. This is when it all begins.
Stage 1: Finish gathering influence in the TBR conquered regions.
Stage 2: Begin "The Great Liberation." [classified, but involves the liberation of several hundred regions within a (very) short time-span].
Stage 3: While flooding TBR with puppets, liberating regions permanently (password protecting them), and surrounding TBR on all sides, begin the final stage, Stage 4, after almost all the regions have been liberated.
