looking at the times on this pastebin (including the sum of bests) best char for each stage:
1: madoka>kyouko+5>>>>homu+11*>sayaka+16
2: madoka>homu+1*>>>>kyouko+13>sayaka+15
3: madoka>kyouko+3>>>sayaka+20>moemura+20*>>>>homu+40*
4: kyouko>madoka+5>>>>homu+11*>>>>sayaka+36
5: madoka>nobody is anywhere near her it's not even funny

*homura doesn't have a sum of bests so there's very little data. She could potentially be better than what's shown above.

Looking at the TAS we can see that Mami potentially beats Madoka in all stages except last but:
	-A human could achieve the execution in the Madoka TAS, but it's a whole different story for Mami TAS.
	-The TAS are probably not 100% optimized. However Madoka TAS does look way easier to optimize so if anything Mami's times are the ones that could improve more.
	-There's unfortunately no TAS work done for all other characters, so maybe someone even faster than Mami exists in a TAS setting
