  2. “…It’s my super-suit, you know? I don’t feel comfortable when it’s just me standing up and making rain come down. It doesn’t feel right somehow, like I’m just a normal guy and the power is just happening through me rather than me controlling the power. But when I slick my hair back and put on the jumpsuit…well I know it sounds weird, but I feel like I got a hold of my powers. It makes me feel confident like how HE was confident going on stage and shaking it. I know its weird, but other super-people kind of do the same thing. They put on a mask and tights and give themselves a code name. They make a persona. I make a persona, except instead of calling myself Rain Man or The Downpour and wearing a raincoat or something I’m Elvis. I’m the King. I’m TCB-taking care of business. I’m Kentucky Rain, and I keep pouring down.”

That’s what’s scaring me about the…atomic control thing. There’s no finesse there. I just break things down…and I can’t build it back once I do.”

  7. THE FIRST DOWNPOUR: Jimmy Olgar was working on his law degree at college when on a cloudless an scorching hot morning he looked up to the sky on a whim and pleaded for rain. In an instant he got his wish, and not sure whether it was coincidence or the first manifestation of super powers checked into the local POWERS CLINIC. Subsequent testing classified him as a potent hydrokinetic who could control the very water in the atmosphere with a wish. Jimmy was told that he could do great good with his power by joining the SUPER BUILDERS, an international organization of super humans that use their powers to create and improve societal infrastructure both throughout and beyond Earth.
  8. Jimmy wanted to quit his law career and join, believing that he had a duty to use his gift for the common good, but he was terrified of the potential dangers. SUPER BUILDERS may have super powers, but they are not super heroes. They aren’t meant to ever engage in combat. But they travel to some of the most dangerous “hot spots” in all of creation from the divinely patroned city-states of Greece to the impossibly vast sewers of New York City to the resource starved ex-colonies of the Chroman Empire. And sometimes the danger overwhelms their protectors and they find themselves in life or death struggles with gods and monsters and aliens. Being a SUPER BUILDER requires as much self-sacrifice and courage as being a SUPER HERO. And not every person feels up to the task.
  9. MASQUERADE AND RELUCTANT SUPER HUMANS: For the first few months following the discovery of his powers Jimmy resigned himself to a lawyer and kept in school. But he continued to feel guilty about sitting on his powers. He started to look into how people with super powers find the courage to face danger and found an organization called MASQUERADE. MASQUERADE is an American based non-profit charity organization that works to help super humans adjust to and cope with the incredible stress sometimes involved in their professions. “All humans under the mask” is their motto. They provide psychiatric counseling as well as employment opportunities. They believe every person regardless of powers have a right to choose their life. Super Humans often feel pressured into accepting dangerous jobs from becoming super heroes to becoming super builders. All these jobs have an element of danger because exposed super humans are often targeted by groups such as international terrorist organization HECTONCHIRES who want to abduct and transform super humans into weapons. A super human with powers is faced with a dilemma: go public and use their powers to help others and risk danger to themselves and their loved ones, or stay silent and keep their gifts to themselves. Politics have entered the discussion in several countries. When should a super human be “forced” to use their powers to help society? Should they ever be forced? If a person can control flesh and cure diseases through this control should the government force him or her to become a surgeon?

MASQUERADE tries to take no sides in politics, but the fact that they do not judge those that hide their powers as “cowards” or “greedy” tends to cause them to be associated with political groups that favor a super human’s right to choose their life regardless of their powers. But MASQUERADE attempts to diffuse the heated politics by providing super humans with opportunities to use their powers anonymously. They protect the privacy of their clients like the SUPER CLINICS, but like the SUPER CLINICS this protection is far from perfect. There have been data leaks in the past and there are likely to be data leaks in the future. Still, their protection is generally solid.
  11. For the super human that wants to help the world but struggles to find the courage to do so they recommend the creation of a SUPER PERSONA. They have found that a person feels more confident using their powers when cloaked in a SUPER PERSONA not only from the anonymity but from the charisma a flamboyant costume and catchy code-name can bring. They provide ways for super humans to create SUPER PERSONAS through an organized network of “super costume” designers from the utilitarian German designers such as STEELO to flamboyant South American designers and avant garde Italian designers. Through contacts in “super entertainment” capitals like Hollywood and Las Vegas MASQURADE can even help a super human turn their SUPER PERSONA into a brand. Super humans who have never done a thing besides show off their powers and wear a fancy suit have made more money than super humans that fight crime and explore the cosmos just by being something that looks good on T-shirts and advertisements.

LEARNING TO BE ELVIS: Jimmy decided to try MASQURADE’s super person program and spent weeks going over catalogs of designers and pre-made identities until he discovered a write-up for an obscure sub-culture of super celebrity impersonators. He found the idea laughable at first. People with super powers dressing up like James Dean and Humphrey Bogart seemed like a joke. He could understand someone taking on the identity of a super hero like CAPTAIN JUSTICE or DRUSSENMANN. People did it all the time to draw upon the courage and prestige of those heroes. There were Captain Freedoms and Jet-men a plenty. But to become Super-Marilyn Monroe? He couldn’t understand that. But the idea fascinated him nonetheless and he looked deeper and deeper into the sub culture. And in time he started to understand it. In time it started to appeal to him.
  13. He found that “super-impersonation” wasn’t so much an attempt to be like a celebrity as it was an attempt to be like the persona of a celebrity. He liked that. It made sense to him that if one wanted to appear confident in order to act confidently they should try adopting the mannerisms and characteristics of these charismatic super stars. If a super-persona was something a super human used to screw up the confidence needed to tackle super-tasks then why not emulate super-stars? Who could possibly have more courage than John Wayne or Clint Eastwood?
  14. Why could possibly have more courage than Elvis with his swinging hips and confident smirk?
  15. Jimmy got himself a dark blue Elvis suit, a pair of designer sunglasses, slicked back his hair, named himself after the Elvis song “Kentucky Rain”, and enlisted with the SUPER BUILDERS.
  16. SUCCESS AND FEAR: KENTUCKY RAIN turned out to be a great addition to the SUPER BUILDIERS. His hydrokinetic powers sent him all over from the CLOUD KINGDOMS to the GLACIER AQUARIUM. He ended draughts, he raised aquifers, he separated rivers from their polluted contents, he helped the world…all while dressed as Elvis and saying “thank you, thank you very much” without a hint of irony.
  17. He was both successful and endearingly weird. And he had KENTUCKY in his code name. It was only a matter of time before he was put on Kentucky’s Statesmen ballot.
  18. Jimmy was shocked to learn that he has won the elections. Although his work with the SUPER BUILDERS keeps him deployed all around the world and beyond he tries to attend as many meetings as possible, even if he’s usually too nervous to do anything other than listen and nod. Things seemed to be going pretty good for Jimmy.
  19. And then he learned exactly how his powers work.
  20. As detailed under his POWERS AND ABILITIES Jimmy doesn’t just control water. He controls Hydrogen and Oxygen. He can separate matter into water and a remainder. He can break down the most complex and durable of compounds into water. And he can do this with just a thought.
  21. Before he became KENTUCKY RAIN Jimmy feared being the victim of some super villain plot. He feared becoming a living weather-domination device in the service of super terrorists or forced to flood cities for some egomaniac super dictator. Now he has a whole new kind of fear. Now Jimmy fears himself. He fears not being able to control his power. He can obliterate matter with a strong thought, and he’s terrified that one day it’ll only take a subconscious thought. He has been encouraged to train and develop his powers to their full extent like other matter manipulating super humans. But just like when he was college student he cannot find the courage to use his powers. And this time Elvis isn’t helping.

  23. POWERS AND ABILITIES
  24. Beyond the water powers, Jimmy is actually a pretty skilled singer and entertainer. He impersonates the king with charisma and earnestness and he has refined his art with lessons from the SUPER CELEBRITIES. He’s picked up a wealth of practical knowledge from his work with the SUPER BUILDERS. He knows about agriculture, irrigation, pollution, weather patterns, and other fields that assist him in using his powers to help the world at large.
  25. His power over water is immense. At first glance he’s a simple hydrokinetic like many other superhumans throughout the world. He can sense and control water through his mind and vaguely sense motion and mass within water he attunes his thoughts toward. He can make water float and fly through the air with the force of artillery shells. He can control the thermal energy of water, making it boil into vapor or freeze into ice. His powers are typical hydrokinetic feats, no more impressive than what an adept Thule like FISHER-GIRL can do. But his powers are greater than they first appear.
  26. He does not control water but water molecules-H2O, and the distinction is a subtle one but rockets Jimmy into the Alpha class of super humans. Jimmy can force atomic particles to assemble into water. No matter how complex an atomic structure is he can use super-chemistry to break it down into water and a remainder. If something is made of matter then Jimmy can break it down. However he is loathe to ever use his powers at this level. As detailed in his origin Jimmy is terrified of the destructive potential of his powers and prefers to be thought of as a simple hydrokinetic.
  27. PERSONALITY:
  28. Jimmy is a quiet, shy man that prefers to keep his own company when not “in character”. He knows that his lifestyle is the subject of mockery and scorn and is worried that anyone trying to talk to him is just doing so out of curiosity or to set him up for a joke. He’s not one for socializing, and feels he has to keep in character when not among his closet friends even if he finds constantly being in a high energy persona taxing. He’s comfortable with dropping character with his closest friends, but even he’s not big on hanging out. His friends are usually the ones that get in touch with him. He values his time alone in his house-sized Elvis shrine watching old movies and listening to old records.
  29. RELATIONSHPS:
  30. Jimmy is shy when working on THE SUPER BUILDERS or THE STATESMEN. He smiles and says hy and engages in small talk and handshakes, but that’s it. When in character he’s outgoing, some would say insufferably so, but it’s just a character he plays. He’s more comfortable talking with his super-impersonator friends, but is still far from a social butterfly.
  31. FISHER-GIRL has tried to talk to him to see if they can train their hydrokinetic powers together but Jimmy keeps turning her down out of fear of her discovering how powerful he really is. PELE sees him as completely useless without any practical combat experience, which means he’s high on her list of people to remove from the STATESMEN if she ever gets in a position to change how its ran. He knows DR BLIZZARD professionally from having worked in her GLACIER AQUARIUM by using his powers to control water pressure to isolate and mingle separate aquatic ecosystems within the aquarium.
  32. WEATHERMAN knows all about his powers and in his typical mellow fashion advises Jimmy to relax, take it easy, and experiment with his powers. He’s advised Jimmy to talk to the cosmically powered ATOMIC COWBOY who just like Jimmy can tear apart matter with a thought and struggles with drawing out the utility from his massive destructive powers. WEATHERMAN thinks they could be great friends, and Jimmy has tried several times to engage in a conversation with ATOMIC COWBOY only to get cold feet in the end and has never revealed to Todd Garza the extent of his powers.

  34. DIRECTION
  35. Jimmy can be used by the GM in a variety of ways. The most obvious way is to explore the “right to not use powers” debate. Jimmy was able to find the courage to use his powers, and now his courage is floundering. Should the PCs push him to explore his new matter control powers or should they tell him that it is okay to never use these powers again? The question isn’t black and white. Jimmy is also something of a poster-boy for MASQUERADE and the SUPER BUILDERS. Some elements of these groups are going to be upset to learn that he’s suppressing the development of his powers, especially after he seemed to be such a confident albeit eccentric super human.
  36. Jimmy also isn’t one to reveal the extent of his powers to just anyone. The PCs are going to need to befriend the shy Elvis impersonator if they want to figure out why he’s been acting so nervous sense his last SUPER CLINIC check up. A session could be built on simply trying to find out what’s wrong with Jimmy.
  37. 1. KEEPS POURING DOWN
  38. The PCs either join or are hired by the SUPER BUILDERS to take up a mission managing weather patterns for optimal efficiency in the UNITED META-KINGDOMS of Eastern Europe. Jimmy was sent to use his powers to optimize the weather but he’s hit a social barrier that calls for characters more politically savvy than an Elvis Impersonator. BARON BLITZ (see JUNIOR STATESMEN) is accused by his rival rulers of “stealing” rainfall with his weather control powers. BLITZ sees a conspiracy designed to turn surrounding nations against his own, and believes that Jimmy is really the one responsible. He fingers Jimmy as the hired gun of a rival nation trying to frame him. But Jimmy and Blitz aren’t the only weather controllers in Cape World. Perhaps there’s another working behind the scenes to cause this mess? The GM is strongly encouraged to look over BARON BLITZ’s write-up for ideas on how to develop the intrigue.

  40. This is a very role-play heavy scenario involving Prisoner of Zenda style political intrigue. The PCs will be involved in royal banquets and balls and throne room accusations and will have to find some way for Jimmy not to come off as a complete spazz to the courts of the UNITED META-KINGDOMS. The scenario is designed to underscore Jimmy as a vulnerable and unsure character. Perhaps by helping Jimmy get through all the intrigue and accusations the PCs can boost his confidence beyond the need for an Elvis costume? It would certainly make meetings less awkward. And maybe the confidence will convince Jimmy to try a molecular scan of the atmosphere for weather tampering? If the PC’s can’t find the cause of the “stolen rainstorms” on their own then the GM can nudge them into improving Jimmy’s convince enough that he picks up the “molecular trail” by exercising his matter control powers.
  41. A dark twist on the story hook is to make BARON BLITZ right. KENTUCKY RAIN is stealing the rain of other nations and he’s doing it because someone found out about his power and is using it to blackmail him. His actions haven’t hurt anyone, but they’re causing the political stability of the UNITED META-KINGDOMS to rapidly decay and must be stopped either by causing Jimmy to stop caring about his secret or by busting the black mailer.

  43. 2. WITH A PRAYER THAT I’D FIND YOU
  44. While doing SUPER BUILDERS work in the chaotic PATRON CITIES of Greece KENTUCKY RAIN was kidnapped by a water nymph hoping to use his water powers to make her client city more prosperous and fertile. She doesn’t want to hurt anyone, but she aims to break into the “fertility goddess” business. If she angers the right spiritual beings a divine war might break out. To make matters worse she has no idea how powerful Jimmy really is. If she discovers his matter control powers she might try to use them to better act the goddess, creating and un-creating matter at a whim. The PCs are encouraged to try to resolve the kidnapping peacefully, but the clock is ticking. The Water Nymph is too much of a wild card to be allowed such a potent weapon as Jimmy and the PCs are told that Jimmy has to be freed no matter the cost.

  46. Simply finding Jimmy could be a challenge in and of itself. The Atlantean Walls are thin around the PATRON CITIES and divine beings shuffle the matter of the landscape at will. The Nymph herself is a no body, an unknown that is in some river somewhere in Greece. Her ego being what it is means that she’ll quickly try to make use of Jimmy to acquire supplicants. She’ll be easy to find then, but by that point everyone will know about the situation-including the fertility goddesses she wants to compete with.

  48. Whether the Nymph is open to negotiation or is a fanatic who MUST become a goddess OR ELSE is up to the GM. Jimmy being the nice guy he is doesn’t want to see her hurt even if she did kidnap him. But she really has brought this trouble onto herself. Potentially Jimmy and the Nymph might reach a partnership and form their own Patron State. Jimmy is far from king material, but the Nympth might have enough political savvy to serve the both of them. Jimmy always acted like the King, and now this is his chance to be a King.

  50. Such a situation can serve as a start to a campaign in which the PCs have to help a water nymph and super-Elvis manage their City State in the midst of rival City States ran by mythological beings from Spirit Earth. It is a strange situation, but it plays to KENTUCKY RAIN’s themes of balancing personal fulfillment and safety with societal responsibilities. Maybe Jimmy owes it to this City State to lead them? Maybe they could really use his and the water Nymph’s powers?

  55. Impact Level: 3
  56. Jimmy has helped clean several bodies of water, brake several droughts, recover a nation from ecological terrorism, raise aquifers, and optimize underperforming agriculture on Earth and off-Earth as part of his involvement with the SUPER BUILDERS. This gives him a degree of importance and popularity, but this is balanced out by several factors that reduce it. He’s never fought a super-villian, and doesn’t want to ever be involved in a fight given his fears over the destructive potential of his powers. He’s also a super powered celebrity impersonator, and while super-impersonators have an active subculture they’re niche to say the least.
