Those are APEX High Command, and concern both divisions, which means that specific people DO have to be appointed. On the other hand, APEX-H.OfC is a HELIX High Command rank. Meaning, the only people that you would have to give chances to concerning the change in the command structure of that part would be myself and the other 01
