  7. On 06-1 -2013 tely 0344 hours, Adrienne Salinas left her
  8. home at in Tempe, after she had a verbal argument with
  9. b oyfriend1 packed a small bag and left the apartment in her vehicle
  10. and the vehicle was seen by an independent witness , drive
  11. reckless y and collide with a median at Ash Ave . and Rio Salado Pkwy,
  12. Tempe. The vehicle left the scene and was found the following day, disabled
  13. at the corner of Brown St~ and Roosevelt St. Salinas had not been seen or
  14. returned numerous phone calls or text messages since that time by her
  15. family or roommates . Salinas' father, Ricardo Salinas reported her missing
  16. to Tempe PD at approximately 1412 hours on 06-16-2013 . Salinas does not
  17. have any ongoing medical, physical or psychological impairment reported.
  18. Salinas took her phone, a small bag with clothes and her wallet with her
  19. when she left the a artment. e

  25. On 0 - -2013 , at approximately 1441 hours, I was dispatched to
  26. Tempe, regarding a report of a missing adult . Comments on the
  27. call stated that ADRIENNE SALINAS had been missing since Friday night after
  28. she had a verbal argument with her bo--yfriend at walked home to her
  29. apartment. The complainant, RICARVO SALINAS, reported that ADRIENNE was his
  30. daughter and when he went to the apa.ttment to check on her today, he found
  31. the door unlocked.
  32. v~hen I arrived at that locatioD., SergeAnt D . PECKI-I. .Z. \.:M vias at the scene
  33. v1ith a mc:tle and female subject/ \•Tho I later identified as RICARDO SALINAS
  34. and SUZANNE COSS, ADRIENNE•s mother and father _ They advised me at that
  35. time that their daughter, 19 year old illJRIENNE SALINAS had been in a verbal
  36. argument with her boyfriend, FRM~CISCO ARTEAGA, on 06-15-2013 after which
  37. she got out of his vehicle at Mill Ave . and 5th St . in TelTlpe and continued
  38. to waJ k home. ADRIENNE reportedly packed a small bag vli th clothing and left
  39. in her white 2002 Mercury Sable from her apartmenL after speal~ing with her
  40. tv;o female roommates. ADRIEi~~E had not answered phone calls or texl
  41. messages since that time and they were very concerned because she never
  42. missed calling- her father on Father's Day or any other holiday because they
  43. ntaintained a close relationship.

  46. ADRIENND: on Mondcy, OG-.L0-2013, at: approximatelf 1200 hours r_,;hen ADRIENNE
  47. came to her house after she got done -v1ith he:r classes at Gateway community
  48. CoJ les}e to eat J unch cts she often did. coss toLd m~ that ADRIEN'NE seemed to
  49. be happy, in good spirits and was excited about tl1e classes that she was
  50. tak.in . coss told me that she and ADRIENNh had been Laugh i.ng and ~joking
  51. together during their visit.
  52. coss told me that she physLcally sees ADRIENNE: approxJmateJ.y once every
  53. week when shci stops by the house for luncl1 after her classes . COSS told me
  54. that she speaks with ADRIENNE ove:r. the phone approximately two times a
  55. week. COSS told me that ADRIENNg '"egularly used her phone 1.or social media
  56. communications through Facebook VJhich was causing her phone lo 119] j lch"
  57. when ADRIE:NNE was at COSS • house on 06-10-2013 and COSS was concerned
  58. ADRIENNE was being "tracked" but could not exp.Lain by who or why . COSS said
  59. that she has an okay relationship with ADRIENNl•!., but she is closer to her
  60. fat:her .
  61. COSS told me that ADRIENNr~, "never answers when she is with her boyfriend
  62. or tells me what is go:i.ng on until after. the fact" . COSS told me that she
  63. was concerned because ADRIENNE did not normally m'Lss holidays, but did have
  64. a history of not returning text messages and phone ca.Lls from COSS . COSS
  65. toJd me ADRIENNE did not have any psychological concerns , history of mental
  66. health issues , did not take medication that wqs imperative to her wellbeing
  67. and at socially used marijuana and alcohol. COSS said that she was
  68. concerned because ADRIENNE'S dog, MOCHA, was lef:1: at: the apartment and
  69. ADRIENNE tell anyone when she would return. COSS toJd me that
  70. but had no othex• k.nO\••H1 wed.ica J. conditions .
  71. I interviewed -ADRIENNE'S fa.ther J RICARDO BAJ.a NAS who reported that he
  72. last sa~~ ADRIENNE on 06-13-2013, at approximate ~: 1 2000 hours after she had
  73. spent the day with her brother, NA'rHj.\...NIEL SALIAS, and then rei:urned to
  74. l RICARDO • S house where NATHANIEL also lives. RTCARDO sa.id tha.t he had not
  75. s oke to ADRIENNE since that time on the phone or thro h t xt
  76. RICARDO told me that he spoke to the roommates when ADRIENNE did not call
  77. him for Father 1 s Day, which was uncommon behavior for her •when he was t.ol.d
  78. that ADRIT~Nl\JE left j n her ca.:r: after a fight with her boyfriend on
  79. 06--•15-2013 a.t approximately 0200 hours . RICARDO said that it v1a.s uncommon
  80. for ADRIEJ~E to be out v1ithout communicating- ,qith anyone and told me tha.t
  81. she ha.d a close cix:cle of friend who she had known for years . RICARDO told
  82. me thclt ADRIENNE did not have any other kno'V.Jn friends who she would ha.ve
  83. gone Lo stay with and no one l<nown had heard from her si.nce she left the

  86. at 8l2 w. Brown St . #B in Tempe 'qhere she lived .
  87. RICARDO said that ADRIENNE
  88. did not have any other psychological, medical or physical concerns to be
  89. noted, was no~ known to socialize with strangers and did not have any
  90. associations ~•Thich may be concerning .
  91. RICARDO told me that she had not been cleared to
  92. work, so he had been giving her cash as needed for rent and other
  93. necessities . RICARDO said that he last gave her ten dollars for gas money
  94. on Thursday when she was at the house and did not have any other money or
  95. income sources . He told me that ADRIENNE had a bank account which he
  96. did not believe she was using because she did not have an income . RICARDO
  97. reported that ADRIENNE did have a card assigned to her which is
  98. how she bought groceries .
  99. SHAINEY DUGG~~~' ~~RIENNE'S roommate returned to
  100. Tempe from her place of v1ork follovTing my interview of RICARDO . DUGGAN told
  101. me that she had been advised of the situation. over the phone by COSS .
  102. DUGGAN reported that she vrould allo''' for me to take photographs of the
  103. apartment and ADRIENNE'S living area at that time. I entered the apartment
  104. after DUGGAN . In the living room of the apartment there were several open
  105. cans of beer on the dining room table and the entire apartment was in
  106. disa.rray 1 dirty and unkempt . There was animal 11r:i.ne and feces in var:i ous
  107. parts of the apartment from the two cats and dog, MOCHA, •that lived at the
  108. residence . DUGGAN told me that it was not an unnsual state for the
  109. apartment and stated that they had a part.y at the hOLlSe on both Friday
  110. (06-14-2013) and Saturday (06-15-2013) nights.
  111. DUGGAN shovied me to ADRIE.NNE' S bed:::-oor1, which T.Jra.c upstairs and shared
  112. \•lith DUGG.MT . The bedroom ''1as in the same condiL..ior1 as the rest of tbe
  113. apartment and DUGGAN confirmed. that it vTas in a usual state as vJhen
  114. ADRIEIDJE was present . There appeared to be some clothes taken from the
  115. right side of the dresser, 'qhich DUGGAN repo~ ted was ADRIENl\IE • s . DUGGAN
  116. coniir1ned that DUGGAN'S wallet did not appeax Lobe present in the room and
  117. she was not sure which purse or bag ADRIEN1-TE took v.tith her, since she owned
  118. several . There was a phone charg•er left on the beJ., bu•t DUGG.Al'T reported.
  119. that ADH.IENNE had another I pink colored phone charger she used tha.t vias not
  120. in. the room _

  122. ADRIENNE 1 S makeup case \.vas left on the counter in the bathroom, but
  123. everything else that DUGGAN thought ADRIENNE would take with her for a
  124. short overnight stay .
  125. I interviewed DUGGAN who reported that on 06-15-2013, at approximately
  126. 0230 hours ADRIENNE got into a verbal argument with her on-and-off
  127. boyfriend, FRANCISCO ARTEAGA, while he was driving her back in his vehicle
  128. and ADRIENNE exited the vehicle at 5th St. and Mill Ave . in
  129. Tempe . DUGGAN said that ARTEAGA told her this over the phone, but DUGGAN
  130. was in their shared bedroom with MARK JENNINGS, a male subject she recently
  131. n1et and did not see AD•RIENNE come home initially. DUGGAN said that when she
  132. came downstairs with JENNINGS at approximately 0300 hours, she sa~v ADRIENNE
  133. wal k upstairs and she appeared to have been crying and to be upset . DUGGAN
  134. said that she saw ADRIENNE leave with a bag and heard her car start after
  135. she left .
  136. DUGGAN said that ADRIENNE and ARTEAGA frequently get together and breakup
  137. because they are not able to "define their relationship11
  138. • DUGGAN said that
  139. their relationship is romantic in nature when they are involved. ADRIENNE
  140. and ARTEAGA have had verbal arguments in the past, but never to the degree
  141. that ADRIENNE was upset that night and ADRIENNE had never left the house
  142. without telling someone where she was going, leaving instructions to care
  143. for her dog or without notifying someone shortly after or returning home _
  144. DUGGAN told me that during the party , approximately fifteen people were at

  163. a charge a.nyn1ore . FLORES did not know that ADRIENNE had left until she was
  164. c.old earlier that day . FLORES told me that she attempted to text ADRIENNE
  165. once , but did not receive a reply and did not think anything of i.t . FLORl~S
  166. told me t.hat ADRIENNE was ''bad with texts11 and often does not talk to
  167. others when she is upset .
  168. DUGGAN and FLORBS did not report any nedical, physical or psychological
  169. concerns for ~~RIENNE at that time. Both roommates reported that they were
  170. concerned because it was uncharacteristic of ADRIENNE to not take her dog
  171. with her or leave instructions for its care and to not return home or go to
  172. a known person•s home . ADRIENNE was seen leaving the house wearing a black
  173. sheer blouse top with a black bra underneath and dark jean pants .
  174. FRANCISCO ARTEAGA arrived at the apartment and I conducted an interview
  175. with him at that time . ARTEAGA told me that at approximately 0230 hours on
  176. 06-l5-20l3, he and ADRIENNE were at hen ADRIENNE had
  177. got upset with him because he was talklng to ot r people at their
  178. apartment party and •was "not paying enough attention to hern_ ADRIENNE told
  179. ARTEAGA to leave and he •went to his car to return to his house. ADRIENNE
  180. came out to his vehicle, sat in the passenger seat and said she wanted to
  181. talk about what happened, but did not want to discuss it at her apartment
  182. because of the party and told ARTEAGA to take her to his house in
  183. Scottsdale .
  184. ARTEAGA said that they continued to verbally argue about their
  185. relationship during the drive and at his residence . ARTEAGA said that at
  186. his residence he went outside to get air during ~heir argument and when he
  187. went back inside, ADRIENNE had gone . He found her walking toward Indian
  188. School Rd . from his residence and told her that he would cake her home .
  189. Initially ADRIENNE refused, but after he asked her a few times she got into
  190. his car and he drove her back toward her apartment . ARTEAGA said that he

  193. ARTEAGA said that she le£t her cell phone on tlte passenger seat of his
  194. car, so he pulled l1is vehicle on the side of the road off 5th St., got out
  195. of the vehicle to hand her •the cell pho11e and e:~ 1lowed her to keep walking
  196. to\IJard her apartment alone . ARTEAGA called FTJORES on the phone to notify
  197. her that ADRIENNE was wctlking toward the apartment so tha.t FLORES could
  198. meet her . ARrrEP,.GA shovJed rne his cell phone record with a call placed to
  199. FLORES at approximately 0322 hours . TEAGA also sho"\r.ted me that there were
  200. eleven missed calls from ADRIEN~E bet-v;een 0410 hours and
  201. 04J7 hours and one text message vJhich stated : 11 i'nt coming ove-ct 11 (t:ypo fron1
  202. text message), from 0443 hours.

  212. A~ approxima~ely 1650 hours~ ADRIENNE 'S vehicle was located North of the
  213. intersection of Bro~m St . and Roosevelt St . in Tempe on the East side of
  214. the road with two damaged, flat tires . There did not appear to be any I
  215. damage to any other part of the vehicle . There were no signs of a struggle
  216. or other damage or disruption in or around the vehicle . I took p hotographs
  217. of the vehic1e interior and exterior at that location . I contacted dispatch
  218. to request if there had been calls for service in the area regarding an
  219. accident. A similar style vehicle and plate vJas identified as being in a
  220. single car collision at Rio Salado Pkwy . at the Ash Ave . curve . That call
  221. was investigated later.

  279. At that time , I completed my investigation at the scene. There \•Tere no

  281. call . I investigated the call for service of a single car collision

  293. approximateJ_y ten miJ es per hou:r• over_~ the speed limit (app:>( 45 mph) and the
  294. vehicle continued to folJow too closely, which made he~ uncomfortable .
  295. BROADBENT moved to the number tviTo lane from the number one lane 1 the
  296.  
  297. following vehicle d.ld the same, then quickly accelerated around BROADBENT
  298. at approximately 55-65 mph . BROADBRNT said that \vhen she approached the
  299. turn at Ash Ave . from Rio Salado Pkwy . she observed a large amount of smoke
  300. from tl1e tires and dirt in the air. She saw a white passenger car l which
  301. sl1e described as a Taurus, that had hit the East curb in che turn and both
  302. dtiver ' s side tires were on the curb, flattened.
  303. BROADBENT said that she got out of her vehicle to check the '\velfare of
  304. the occupants when the vehicle began to accelerate away from the scene on
  305. the damaged tires . BROADBENT said she called Tempe PD. She identified the
  306. license plate as : BROADBENT said that she observed the vehicle
  307. continue Southbound on As Ave . and turn Westbound on Third St ~ in the
  308. direction that they had come from . An officer checked the area at the time
  309. of the call , but did not locate the vehicle. BROADBENT said that she had to
  310. go to ~.,ork 1 so she did not stay to contact the officer at that time_
  311. I called Tempe City Records and ADRIENNE was entered into s a
  312. missing pers I impounded the pho ographs and
  313. phone document ache tation Property Room.
  314. There was no other information available at that t:ime 1 t:here ~-tere no
  315. suspects or possible places that ADRIENNE \o.JOuld go identified . ADRIENNE
  316. reportedly had no other source of income, no other friends or family and no
  317. other concerning activit.i.es ident:ified at that time_ Please see the other
