Cape can turn any and/or all body parts into a gelatinous, translucent goo. The goo stays for the most part in the shape of a human, but is much more permeable and flexible than human flesh. The goo is not sticky, but anything enveloped by the goo has a hard time getting out. The cape can extend goo-limbs a maximum of 10 feet from their body, giving them extra range to attack. The goo excels at grappling, however, and the cape can grab an object or person from 10 feet away and envelop them or parts of them inside the goo.
Objects and people inside the goo take gradually ramping up acid damage, and on the fifth round, the goo consumes the object or person, using the weaknesses introduced by the acid to rip the item or person apart from the inside.

round 1: lesser burn effect
round 2: lesser burn effect
round 3: lesser burn
round 4: 2x lesser burn
round 5: moderate rend with extra effect

Escaping the goo is easy at first, DC 3 Brawn check, but on the 3rd round it becomes a DC 6 Brawn check.
