- Griffin - Yesterday at 5:56 PM
- (6) If the office of Chief Scribe is vacant, or for the duration of discussion and voting on a motion to remove the Chief Scribe from office, the business of the Council will be administered by a deputy previously designated by the Chief Scribe. If no deputy is available, the business of the Council will be administered by the Pharaoh, by the Heir Apparent if designated by the Pharaoh, or by a Guardian designated by the Council of Guardians.
- Therefore, I appoint you for the duration.
- Douria - Yesterday at 5:57 PM
- well fuck a duck
- first order of business fucking fix that
- goes to do things
- Actually no, that doesn't mean we don't begin an election.
- That just covers who covers the spot while that is ongoing.
- by my interpretation
- also that's hella convuluted
- or by a Guardian designated by the Council of Guardians
- Douria - Yesterday at 6:00 PM
- outside of that you're still having to do it, I can go make a vote now in the guardians chambers though
- Ooh. Technical fix: You can assume the administration of the council of scribes for 5 seconds, appoint a deputy (in this case me) and then make the deputy do the job. All you gotta do is go make a post to that effect.
- maybe
- god why did we make that so complicated
- Ok, so right now, by law: You're the only person who is officially capable of administrating the council of scribes. You should be able to appoint deputies, but nominally you'd still be in charge (because the language says "previously designated by the chief scribe" and you're not actually the chief scribe).
- Once Syberis is accepted as Heir, you can officially appoint him as interim administrator of the council of scribes. As there's very little else for him to do that's probably not going to be a problem.
- Griffin - Yesterday at 8:18 PM
- I didn't write that part of the constitution.
- I'd wanted you so as to avoid administering the vote on my own nominee.
- Douria - Yesterday at 8:19 PM
- Yup.
- I'm not sure who is at fault for that terribly complex thing...
- but you can appoint deputies
- literally anyone you want
- me, or anyone else
- Griffin - Yesterday at 8:21 PM
- Remind me to fix that.
- Douria - Yesterday at 8:22 PM
- yeah
- Griffin - Yesterday at 8:23 PM
- So, Syb resigns as Deputy and then I can appoint you until he's approved.
- Douria - Yesterday at 8:24 PM
- sure
- You'll post in the council of scribes quoting that thing from earlier, then say you're appointing a deputy until we have an Heir Apparant to take the position more permanently.
- that should wrap up the legal problems well enough
- Griffin - Yesterday at 8:25 PM
- I don't remember - were we in a rush when we wrote that part?
- Douria - Yesterday at 8:25 PM
- I want to say that's an amendment's fault.
- but I could be wrong. I don't recall that being in the original constitution. Cormac wrote most of it, but I know if I had noticed it we'd have had a new election at the moment someone resigns because of course you would.
- Griffin - Yesterday at 8:34 PM
- My intention is to amendment the constitution only when necessary.
- We've tinkered with it so much already and it gives the appearence of instability.
- is to amend*
- Douria - Yesterday at 8:36 PM
- I know I'd discussed some further tinkering with Cormac a while back. We oughta sit down one day and look through to finally hammer out these problems.
- Griffin - Yesterday at 8:38 PM
- What did you have in mind?
- I don't forsee a need for any structural changes.
- Douria - Yesterday at 8:39 PM
- I'd have to go back over my old skype conversations to be sure.
- one sec
- Aha! Restoring judiciary powers to the Guardians.
- that was our main conversational thrust
- Griffin - Yesterday at 8:42 PM
- What's the current situation?
- Douria - Yesterday at 8:42 PM
- you have to handle all of it
- interpretation and criminal charges
- twas a change put into place under the emergency powers clause, but we'd always intended to fix it up eventually
- Griffin - Yesterday at 8:44 PM
- Guardians would function as a judicial tribunal then.
- Douria - Yesterday at 8:45 PM
- yeah, we'd discussed that with at least two more guardians to guard against any abuses
- Griffin - Yesterday at 8:45 PM
- Since the judiciary is rarely used you'd only need a relatively simple system.
- Douria - Yesterday at 9:08 PM
- Hold on, I had a system set up back when we were priests.
- Lemme see if it's still up.
- it was pretty simple too
- essentially we ignore intent in the finding of guilt. We can take it into account in the sentencing, but "I didn't mean to" isn't a valid defense against a crime.
- In that situation we don't bother with anything other than the basic facts of the case.
- Griffin - Yesterday at 9:11 PM
- I trust the actual procedures won't be put into the constitution, but rather part of the CoG's rules.
- Douria - Yesterday at 9:12 PM
- oh yeah
- that was always the case
- Griffin - Yesterday at 9:14 PM
- Good.
- Douria - Yesterday at 9:17 PM
- Well I absolutely cannot find the process I outlined.
- Looks like I need to rewrite it.
- but regardless, we'd need at least an amendment to revest that power in the Guardians
- we can roll an unfinished terms amendment into an omnibus
- and anything else you can think of
- Griffin - Yesterday at 9:20 PM
- That's all for the moment.
- One fix so we don't have to touch it again. Seems every few weeks we had some amendment or another.
- Douria - Yesterday at 9:21 PM
- Yeah. Like I said though, before we do this let's go over it with a fine toothed comb.
- I'll take a look myself before Monday, and you can look independently when you have the time.
- It's likely that some of the amendments have created unforeseen problems, because that's usually the case when I'm not paying attention to what people are doing.
- Also, and I say this with no sense of irony: A more powerful council of guardians should have about 7 people on it to ensure abuses are more difficult to get past the whole council. It'll also be helpful for the obvious ingame reasons (more people means it's less likely one or two guardians can really fuck up our day)
- who is available for those positions, I don't personally know
- but that'd be my suggestion
- Griffin - Yesterday at 9:25 PM
- We can revisit that point later.
- We have an adequate number now given the size of our active population.
- Douria - Yesterday at 9:27 PM
- We have 3 right now.
- Griffin - Yesterday at 9:27 PM
- That and we have a dearth of people to fill them.
- Douria - Yesterday at 9:27 PM
- Josh is almost completely inactive, and Tylope isn't exactly reliable as he's mostly ingame not forumside and doesn't even know how to tart properly.
- Griffin - Yesterday at 9:28 PM
- With Syberis as HA I don't see another qualified candidate. Not many want to relinquish their WA for a Gurdian spot.
- Douria - Yesterday at 9:28 PM
- Ahh wait Adytus too. That's 4.
- We need a strong replacement for Gradea though. That's an important thing. If we vest judicial power we need an odd number anyway.
- Know it's gonna be hard to find someone though.
- This reminds me actually: How up to date are you with the security concerns surrounding Josh?
- I assume Cormac kept you update to date with the potential problems there, but I can't know for sure. And he told me about it specifically to ensure future Pharaohs were up to date about it.
- Griffin - Yesterday at 9:33 PM
- You assume too much.
- Douria - Yesterday at 9:33 PM
- Right.
- Well obviously this is hush hush, because it's all based around suspicion and would be hurtful if it's wrong and our lack of confidence was known to Josh.
- So this is just you and me.
- First of all, giving border control to a guardian is potentially dangerous in a serious situation where a high influence nation or two has just been kicked.
- Yes, they can spend influence to kick someone for you, but they can also clear the banlist and that would mean influence had been wasted to get them out a 2nd time.
- (I'm assuming you know all this and I'm going over it again just in case)
- Griffin - Yesterday at 9:37 PM
- Correct.
- Douria - Yesterday at 9:37 PM
- Cormac and Tim were almost certain that when the coup went down that Josh was not actually on their side.
- In April they did not give him border control at all for that reason.
- didn't help that the opposition was like "heeeey, give Josh the delegacy so we can sort this out" over and over again
- again, could've been misplaced mistrust, but you oughta know about it anyway
- Griffin - Yesterday at 9:40 PM
- Thank you for informing me.
- I recall rumblings but nothing definite.
- Right now only I have border control.
- Douria - Yesterday at 9:41 PM
- (you know this already but I'd kick myself if something went down and I hadn't said this:) Only give that out on the rare ocassion that you want to preserve your influence and you explicitly trust who you're giving it to. and You should be online the entire time they have it, and remove it when they're done with what you needed 'em to do.
- Griffin - Yesterday at 9:43 PM
- Cormac had Border Control as 'Outgoing Pharaoh' but I removed that.
- Douria - Yesterday at 9:43 PM
- nods
- Probably for the best, really.
- Griffin - Yesterday at 9:43 PM
- Once we have an HA I will remove him as a RO.
- Douria - Yesterday at 9:44 PM
- I've never fought or perpetrated a coup in the age of officers and influence. Ultimately I hope I never have to.
- it's just so fucking complicated
- maaaath
- Griffin - Yesterday at 9:45 PM
- They're not easy.
- Not like pre-Influence.
- Early on there was concern about what would happen if Cormac came back.
- I don't belive anything would happen, but only the Pharaoh needs Border Control.
- Douria - Yesterday at 9:48 PM
- nods
- Cormac's changable, but I don't think he'll be back for much longer.
- more than a month? maybe, but he's over it right now
- I really thought he was committed to the "longest serving pharaoh" thing though.
- Surprised me a bit.
- Also if you're holding at 190, then you can probably bump up the caps by 10.
- Griffin - Yesterday at 9:50 PM
- If I hold it past this Update I will.
- Douria - Yesterday at 9:50 PM
- nods
- Also, speaking to that, I realize you haven't personally sent a region wide TG since taking office. That'll likely give you a slight boost in endorsements.
- Griffin - Yesterday at 9:53 PM
- I will work on one and have it out tomorrow.
- Douria - Yesterday at 9:54 PM
- If I ever overstep with my suggestions, by the way, let me know. I'm trying to help but I don't know your personality well enough to know how far I should or shouldn't push.
- Griffin - Yesterday at 9:56 PM
- You are well within your bounds.
- You and I have had our differences in the past but we've proven on several occasions over the past year we can work well together.
- Douria - Yesterday at 9:56 PM
- nods
- My relationship with Cormac was essentially almost equal (given his position it could never be fully equal, obviously). He needed someone outside of his governmental structure but who still had a vested interest in Osiris that was willing to discuss things on an even playing field. If you are in need of that kind of a sounding board, I am here.
- Otherwise, I like retirement, it suits me.
- Douria - Yesterday at 10:00 PM
- I've been semi-retired for a long time now. I come back in times of crisis and then disappear again until I'm needed.
- I'm the king in the goddamned mountain.
- (I just realized how delightfully silly that is to say, but I had to say it anyway cause it was such an obvious joke)
- Griffin - Yesterday at 10:05 PM
- Your counsel is always appreciated. We've had a smooth transition despite how abrupt it was.
- Douria - Yesterday at 10:07 PM
- I think so. Hopefully it's smooth sailing from here on out.
- anyway, peace
- Griffin - Yesterday at 10:13 PM
- Good night.
