On a Impulse Command Block:
/setblock ~ ~1 ~ glass

On Chain Command Blocks:
/summon Arrow ~ ~1 ~-1 {Motion:[0:0.0d,1:1.0d,2:0.0d],pickup:0b,Invulnerable:1b,Tags:[0:Loader]}
/blockdata ~ ~ ~1 {auto:1b}

On a Impulse Command Block:
/blockdata ~ ~ ~ {auto:0b}

On a Chain Command Blocks:
/entitydata @e[type=Arrow,tag=Loader] {Pos:[0:0.0d,1:0.0d,2:0.0d],Tags:[]}


notes:
Build from North (-Z) to South (+Z)
The /setblock can have its Coords and Block used changed
The /entitydata can have its Coords changed
