  6. Lesson 2: LSPD AUXILARY POLICE OFFICERS

  8. Auxliary Police Officers (APOs) are the basis of the entire LSPD. Without them, the workload the police is facing cannot be beared. Every student starts his career as APO. APOs do not enjoy the powers a normal police officer (in the following refered to as "peace officer") has.

  10. APOs DO:
  11. absolve a brief exam before being sworn
  12. carry badge, nametag uniform, baton, pepper spray, radio, cellphone and handcuffs
  13. carry a firearm if they possess a valid firearm's license (ONLY if permitted by Deputy Chiefs)
  14. show police presence (criminals get scared by mere police presence and avoid committing crimes)
  15. go on ride-alongs with peace officers to learn and to be promoted to cadet as soon as possible (peace officers are obliged to take APOs on ride-alongs and to teach them)
  16. help peace officers whenever possible (for example: guard roadblocks around a crime scene where detectives are investigating)
  17. arrest a person (citizen's arrest) if they are caught on act committing a crime (in flagranti delicto) and bring them to a peace officer (ONLY if the arrest does not put them into serious danger of life or limb, for example: armed criminal)
  18. terry stop a suspicious person to ask them for their ID and to interview them briefly
  19. respond to 311 calls
  20. respond to 911 calls that preusmably do not require an armed officer (ONLY if permitted by Lieutenant+, permission is only valid for the 911 call in question)
  21. patrol with on foot or by bicycle with another APO
  22. patrol on foot or by bicycle if no other APO is on duty (ONLY if APO II)
  23. issue traffic citation to falsely parked cars (ONLY if APO II)
  24. contact the towing service to tow falsely parked cars or cars to be impounded for other reasons (ONLY if APO II)
  25. get promoted to Cadet once they successfully passed a test on all lessons (especially law) with Deputy Chief

  28. Auxliary Police Officers (APOs) are the basis of the entire LSPD. Without them, the workload the police is facing cannot be beared. Auxilary officers do not carry firearms. They are uniformed and equipped with phone, radio, baton, pepper spray and handcuffs, but they do not enjoy peace officer powers and cannot respond to 911 calls.

  30. What are APOs useful for then? Simple as that: Criminals get scared by mere police presence and avoid committing crimes. This is the main task for APOs: showing police presence.

  32. Apart from this, they provide help to police officers whereever required. For example, APOs will patrol the town on foot or by bicycle to show police presence and inform patrol units about any suspicious activity whenever required or will guard roadblocks around a crime scene when detectives are investigating. They should ask patrol units for ride-alongs as often as possible, so that they learn quickly and eventually get promoted to cadet. Police officers are obliged to take APOs on ride-alongs and to teach them.

  34. When APOs witness a crime, they should interfere after having called patrol units for help. However, they are not expected to interfere in dangerous situations, for example when facing an armed criminal - just remember, they do not carry firearms.

  36. APO I: Cannot patrol at all unless accompanied by at least a APO II.
  37. APO II: May patrol alone on foot or on bicycle, preferably when being accopanied by another APO I or II.
