If black people and african countries' underachievements are due to racism and colonialism, that why these factors don't affect asians?

East Asian countries have a very strong record of rapid industrialisation and overcoming of technological backwardness. Japan's Meiji Restoration, South Korea after the war, Taiwan, China after Den Xiaoping, Singapore, Hong Kong, etc. There are none of similar success stories in Black Africa.

Asians in the US suffered from the same racist attitudes as blacks, but still greately outperform them in education, incomes and low crime rates.

Could it have something to do with inborn ablities?
