cfriend's steamgifts giveaway blacklist.

For those who have been unnecessarily rude, unhelpful, and/or a negative presence in the steamgifts community.  I will not reward this behavior; you are barred from winning any of my gifts.  If a blacklisted member wins a giveaway, I will request a reroll.
