In this deal he isnt giving away weapons that were ment for the US. This deal with Covow, Kaimayne, and the Philippines is just a regular business deal and doesnt warrant any "punishment". This is my conclusion from that info. Now with the deal between Covow and the Philippines that involves weapons( including yours) that were meant for ST6, that is a crime worthy of actions taken by the government.
