The foundations of the gang began during the mass immigration of Yugoslav guest-workers to USA in the 1985's.Members of the organization are originally from Bosnia and Herzegovina, Croatia, Albania, Macedonia, Montenegro, Serbia, Bulgaria, Greece, and Romania. They operate almost every criminal activity in the world including, Arms Trafficking, Assassination, Fraud, Drug Trafficking, Human Trafficking, Drug Dealing, Infiltration of Politics, Illegal gambling, Insurance Fraud, Money Laundering, Bank Robbery, Extortion, Jewelry Theft, Grand Theft, Grand Theft Auto, Blackmailing, Bodyguarding, Contract Killing, Police Corruption, Tax Evasion, Kidnapping, Assault, etc. The Mafia is composed of several major organized groups, which in turn have wider networks throughout Europe. It's power base is in the cities of Los Santos and Las Venturas, and territory in Red County.[/size]

[size=110]The beginnings of the Balkan Crime Empire came with the large waves of guest-workers from YUGO to USA and Northern Europe in the 1980s and 1990s. During this time Socialist YUGO was emptying its prisons and flooding USA and Western Europe with Yugoslav criminals, many of whom created organized criminal rings in USA, Austria, Germany, and Sweden. One of these newly freed criminals was Dragan "Mils" Milutinovic, who in 1982 began organizing large heists and hijackings across USA, accumulating a group of subordinates, wealth, and a feared reputation in the underworld. In 1984 Mils moved to Los Santos from where he organized 2 bank robberies and 5 armed robberies across USA. Mils was at the helm of the gang until 1989, at which point he fled France due to Interpol Warrants.Mils's childhood friend Dragan "Jokso" Joksovic is believed to eventually have taken control of the "BCE" in USA, broadening the gang's focus from robbery to cigarette smuggling and extortion.[/size]

[size=110]In the 2000's disagreements over money, territory and leadership caused a degree of infighting within the "BCE" in Los Santos.Soon after Jokso's murder, the next boss Dario "Dizi" Ðokic was shot 10 times and killed in the center of Los Santos in 2009.Dizi's son-in-law, Zoran Luburic and Pavle "Bagzi" Zemunac, then became the new head of the Balkan Crime Empire. Bagzi and Zoran survived several assassination attempts and in 2015 left Los Santos for Red County, USA, from where they are believed to have continued control of the organization.[/size]
