  11. In response to Kim's inquiry on the demolition of the sunset banquet facility the following is a summary of the steps taken by Engineering and Code Enforcement:

  15. On May 27th, the owner of the Sunset Banquet facility contacted code enforcement and engineering with a concern that the structure of the facility had worsened and had become more unstable. In order to complete a private demolition in the City of Troy, a city official must condemn it in order for NYS Department of Labor to approve the notification.

Upon arrival to the site, Todd, who had previously conducted site visits to this address, confirmed that more of the structure had failed – including the flooring collapse which in turn lead to the failure of the roofing system causing a collapse of the roof. Due to the interior location of these failures, visibility from the street would be limited. The extent of these failures posed great concern in regards to any interior access to the building.

  23. Due to the site conditions, the City of Troy Bureau of Code Enforcement condemned this one story structure based on the most recent findings. All work by the private owner and contractor was performed and completed as a controlled demolition as per rules and regulations dictated by New York State.

Prior to issuing the demolition permit, the contractor to the private owner is required to produce the necessary paperwork, including the notification from NYS DOL, utility shut off verifications, hydrant permit and availability by DPU and insurance. This paperwork was received by Code Enforcement and a permit was issued so that the unstable structure could be taken down.

  31. I also want to address the debris that is still located on site. Debris from a demolition is taken to the Albany landfill. Unfortunately, due to the capacity available at the landfill for this type of debris – the landfill schedules time when the debris can be delivered. Until the time when the debris can be removed, the site is covered and maintained (as you see now) and this contractor provided the fencing around the site. It is anticipated that the debris will be removed in the next 2 weeks – dependent on the schedule from the landfill. Once the debris has been removed and the prior to closing out the permit, the contractor will supply code enforcement and NYS DOL with the manifest of the debris removal.
