Are you referring to the Ethics Commission  when you write “… this group of the mayor’s appointees never acknowledged they even received the complaint”? That erroneous claim is belied by the very first sentence of the dismissal Decision wherein Chairman Ryan E. Manley wrote “The City of Troy Ethics Commission is in receipt of your sworn ethics complaint against Mayor Patrick Madden and City Attorney James Caruso …



More importantly, that has nothing to do with the fact that you lost and your bogus Ethics Complaint has been dismissed.

I am pleased to announce that, by Decision letter dated September 7, 2018,  the City of Troy Ethics Commission dismissed Council Member McGrath’s Ethics Commission complaint against Mayor Madden and myself. No further action will be taken by the Ethics Commission regarding this baseless complaint.



The dismissal Decision is based upon the fact that  McGrath’s “… sworn complaint and e-mails  fail to allege any violation of the Troy Code of Ethics, New York State’s Public Officers Law, or Civil Service Law …”  I have attached a copy of the Ethics Commission’s  Decision for your perusal.
