  1. The Innawoods Internal Governance Constitution

  4. We the nations of the alliance Innawoods here declare the laws for internal governance of our alliance.

  6. Section 1. Provisions for choosing leadership
  7. i. Free democratic elections will be held
  8. a. Elections will last four full turn cycles (48 hours) with warning of a two days given in which each candidate can campaign.
  9. b. Any corruption accusations must undergo a trial with screenshots directly indicting the accused to remove a candidate against their will.
  10. c. Smear campaigns result in immediate disqualification.
  11. i. A smear campaign does one or more of the following
  12. 1. Makes repeated (no less than 5 total) inflammatory posts against opposition supporters on either forum.
  13. 2. Implies grounds for impeachment (section 3) with no proof
  14. 3. Engages in personal attacks.
  15. 4. Publicly disparages a candidate on the official bloc forums
  16. ii. Elections are to be held on the Innawoods forum.
  17. a. Forum members must have their nation link in their signature as verification of their Innawoods membership
  18. b. Each member is to be allotted 1 single vote.
  19. iii. The winner of the election is whoever received the most votes.
  20. iv. The runner up of the election is to take the vice-presidency and first officer’s slot with immunity from removal from this position unless by impeachment.
  21. v. All officer positions beyond the first officer requirement are to be chosen by the elected leader.
  22. Section 2. Powers and limitations of the leadership
  23. i. The leadership will be composed of the leader and his officers
  24. ii. The leader has the sole power to do the following:
  25. a. Declare war
  26. b. Make international agreements
  27. c. Make international alliances
  28. d. Appoint officers (other than 1st officer)
  29. e. Remove members from the alliance
  30. iii. Officers, including the leader, have the ability to
  31. a. Organize impeachment courts
  32. b. Make alliance mass communications
  33. c. Post in the embassy
  34.  
  35. iv. The first officer has the special privilege of taking leadership of the alliance in the leader’s absence if that absence is longer than 48 hours.
  36. v. Upon the leader’s return, all leadership powers of the first officer are relinquished.

  38. Section 3. Impeachment
  39. i. Impeachment can be initiated to remove the leader from power.
  40. ii. Impeachment requires unanimous decision of all officers or a 15 member coalition with a chosen leader.
  41. iii. A leader in danger of being impeached cannot remove officers from the council or alliance. The same follows for members of a coalition.
  42. iv. A leader in danger of being impeached cannot make a declaration of war, or alter any international agreements until the verdict is passed.
  43. v. When impeaching a leader the council members and/or head of the coalition may each choose one member of the alliance to stand as the jury not including themselves (coalition leaders may elect as many as officers).
  44. a. The jury members must have been active within the last 48 hours
  45. b. Jury members are to be kept secret until such a time of the trial
  46. vi. After the jury is chosen, evidence is to be submitted before them.
  47. a. Evidence is to be a screenshot, to be carefully inspected by the jury for falsehoods
  48. b. Evidence must demonstrate or heavily imply one of the following to be grounds for impeachment:
  49. i. Theft from an alliance member
  50. ii. Being a shill for another alliance
  51. iii. Impacted policy due to orders of a member outside the alliance
  52. iv. Trying to harm the alliance
  53. v. Abuse of power
  54. vi. Proof of extended absence (one month)
  55. vii. Jury decisions must be unanimous, guilty or not.
  56. viii. Jury decisions must come within 48 hours or
  57. ix. If the leader is impeached, the first officer assumes power for one week so that elections may be conducted.
  58. x. An impeached leader can never be re-elected.
  59. Henceforth the governing body that makes up Innawoods shall follow these laws until such a time when the alliance ceases to exist.
