Not that he had to, but everything he says may well be practised and rehearsed. As though he's on the job. And if he is on the job, then he's laying down clues that will have a "double meaning" for people to notice _later on._ When a population has lost trust and becomes paranoid: anyone who makes a joke - _or merely says something_ - that can have a "double meaning" it will impart guilt where there may be none, and create unconscious biases against them etc.
