- +froz1983 __ Perhaps you are right, but if _that_ residence is to be considered "one-story" then the 911 operator's question would need to have been: "is it zero-story or one-story?" or "are you in a multi-level residence?" Most people would understand that "one story" means there are no floors above "ground floor" - i.e., there are no stairs to take you higher, etc. That's how I have understood it and how others have understood it, too.
